“Kyivstar raises tariffs: how the operator explains the price increase

4 December 2025 18:41

Mobile operator Kyivstar has announced an increase in the cost of a number of tariff plans starting from December 18, 2025. This is stated in the company’s announcement, "Komersant Ukrainian" reports.

The company justifies this decision by a significant increase in operating costs, especially for energy resources needed to maintain network stability in the face of frequent power outages.

Main reasons for the price increase

The company’s press service explained that the need to adjust prices was caused by the rapid increase in the cost of key resources vital for communication:

  • Electricity: The price for companies that run base stations has increased by 60%, especially during evening peak hours.
  • Fuel for generators: Due to frequent power outages in November 2025, fuel consumption increased by more than 7.5 times compared to the summer period. These costs are critical for maintaining round-the-clock grid stability.

Schedule and new features for subscribers

The service conditions will be updated in stages in late 2025 and early 2026:

  • december 18, 2025: We start changing the terms of some subscription plans. The process will continue until early 2026.
  • january 1, 2026: Start of changes for some contract and business tariffs, which will also last for several months.

“Kyivstar notes that along with the price increase, subscribers will have an additional opportunity to increase the volume of certain services in their tariffs at no extra charge.

The operator is committed to notifying its customers in advance: prepaid subscribers will receive an SMS and business customers will receive a detailed email. Users who are not satisfied with the updated terms and conditions will be able to choose another tariff plan.

These changes come as Kyivstar also announced that in November 2025 it will start testing SpaceX‘s innovative Direct to Cell technology, which will allow subscribers to use direct satellite communications in places where there is no terrestrial network coverage.
