Kyivstar has seen a sharp increase in sales to the government: who is buying the operator’s services?

Ukraine’s largest mobile operator continues to actively expand its presence in the public sector. In the first quarter of 2026, Kyivstar’s sales through tenders have already exceeded 140 million hryvnias, which is about half of the total figure for 2025. According to data from public registries, Kyivstar’s tender sales in 2026 have already exceeded 140 million UAH. By comparison, this figure stood at approximately 283 million UAH for the entire year of 2025.
In fact, in less than three months, the company provided services to the state amounting to approximately 50% of last year’s volume.
Key customers: Ukrposhta, Ukrenergo, and the Lviv Regional Police
The operator signed its largest contracts with the following government agencies:
- Ukrposhta – approximately 82.9 million UAH
- Lviv Regional Police Department – 43.3 million UAH
- NPC “Ukrenergo” – 30.8 million UAH
- Kyiv City Police Security Department – 28.4 million UAH
- Kyivteploenergo – 24.2 million UAH
- Gas Transmission System Operator of Ukraine – 21.2 million UAH
- Lvivoblenergo – 20.9 million UAH
- Volynoblenergo – 19.4 million UAH
- NSTU – 18.3 million UAH
In fact, Kyivstar’s tender portfolio is primarily comprised of: the energy sector (Ukrenergo, regional gas companies/regional power companies, the gas transmission system), law enforcement agencies (security police), municipal utilities, and the state postal operator.
