Lavrov says Ukraine is not ready for talks with Russia

The Russian Federation sees no readiness for constructive negotiations on the part of Ukraine, whose government is allegedly under the control of European countries. This was stated by Russian Foreign Minister Sergei Lavrov in an interview with Russian media following the results of 2025, "Komersant Ukrainian" reports.

“The Zelenskyy regime and its European curators do not show readiness for constructive negotiations… terrorize civilians, carry out sabotage against the civilian infrastructure of our country,” the head of the Russian foreign ministry said.

The US peace plan

on December 24, Zelenskyy made public for the first time the content of the 20-point peace plan agreed with the United States.

In addition to the peace plan itself, there are the following documents:

  • a trilateral document on security guarantees – Ukraine, the United States, and Europe,
  • a bilateral document on security guarantees for Ukraine from the United States.
  • a roadmap for Ukraine’s prosperity, a document developed with the United States on recovery and economic development, containing a vision of development until 2040.

The day before, U.S. Ambassador to NATO Matthew Whitaker announced the approximate timeline for a possible peace between Ukraine and Russia. According to him, at the current stage of negotiations and with the mediation of the White House, a peace agreement can be reached within the next 90 days.

Whitaker also acknowledged that despite Russia’s strikes on the Ukrainian energy sector, the Russian side suffers equally significant losses from Ukraine’s attacks, which, in his opinion, pushes for the end of the war.

The draft peace agreement has already been submitted to Vladimir Putin. The other day, Kremlin special envoy Kirill Dmitriev delivered the documents to Moscow, after which the presidential press secretary Dmitry Peskov said that the Kremlin is currently analyzing the materials received as a result of the talks in Miami.

Today, Zelenskyy said that he plans to discuss five key issues at his meeting with Trump.

The following items will be discussed at the talks:

  • ukraine-US security guarantees;
  • ukraine-Europe security guarantees;
  • military dimension;
  • a welfare and recovery plan (the recovery plan will include many documents);
  • a plan of consistent actions.
