Forest transferred back in 2004: the government has reclaimed plots linked to Medvedchuk

In the Kyiv region, 9.5 hectares of forest land linked to former People’s Deputy Viktor Medvedchuk and Oleksandr Klymenko, the former Minister of Revenue and Duties during Viktor Yanukovych’s presidency, have been returned to the state.

This was reported by the Office of the Prosecutor General of Ukraine, according to "Komersant Ukrainian".

The decision was implemented by the Kyiv Regional Prosecutor’s Office.

What land is involved?

The land in question consists of 9.5 hectares of forest in the Tsybivska community in the Boryspil district.

For a long time, these plots were used by private companies.

According to public registries:

  • part of the land was linked to business structures owned by Viktor Medvedchuk
  • the ultimate beneficiary of one of the companies is the politician’s wife

How the land ended up in private hands

Prosecutors proved in court that as early as 2004:

  • the Pereyaslav-Khmelnytskyi District State Administration
  • exceeded its authority
  • and transferred forestry lands to private ownership and use

During this period, Viktor Medvedchuk headed the Presidential Administration of Ukraine.

Subsequently, according to the prosecutor’s office, the plots were used for construction in violation of the law.

What the courts decided

The Kyiv Regional Commercial Court upheld the prosecutor’s office’s claim.

In February 2024, the appellate court upheld this decision, ruling that:

  • the lease agreements were illegal,
  • the sublease agreements were illegal.

How the decision was enforced

In March 2026, the state registrar enforced the court decision.

Entries were made in the State Register of Real Property Rights regarding:

  • the termination of private rights to the plots
  • registration of state ownership

Other returned assets

Previously, the Kyiv Regional Prosecutor’s Office had already returned 24 hectares of forest to the state, which were also linked to Viktor Medvedchuk’s family.

In addition, the National Agency for Asset Tracing and Management transferred the “Vedmezha Dibrova” complex in Zakarpattia Oblast, which previously belonged to the politician, to state management.

Criminal cases against Medvedchuk

In August 2025, law enforcement officials notified Viktor Medvedchuk and 12 other individuals of their status as suspects.

The charges include:

  • crimes against national security,
  • subversive activities,
  • spreading Kremlin propaganda,
  • calls to change state borders.

The cases are being investigated under a number of articles of the Criminal Code of Ukraine, including treason and collaboration.
