He did not specify who should provide these guarantees and to whom. However, once they are in place, then NATO will guarantee Ukraine’s security. But only after Ukraine’s own defence system is able to cope with Russia on its own.
“Therefore, we have to help Ukraine build their own defence to deter Russian aggression. But we will also need security guarantees. And, of course, the absolute security guarantee will be Article 5 and NATO membership,” he said,
