Almost a fifth of polling stations are under occupation: the Central Election Commission has assessed the state of the electoral infrastructure

About 19% of polling stations are currently located in temporarily occupied territories, and several more percent are unusable due to destruction or damage to infrastructure. At the same time, the Central Election Commission is constantly monitoring the situation and preparing alternative solutions for organizing voting. This was stated in an interview with the YouTube channel
“Today, about 19% of polling stations are located in the occupied territory. Another 3-6% can be said to be unprepared for the elections,” Dubovyk said.
According to him, this primarily concerns the systemic unpreparedness of premises for voting due to destroyed buildings. Often, one damaged school or lyceum means the loss of several polling stations at once.
At the same time, some facilities are already being restored, and in some cases, the CEC proposes using alternative formats, such as temporary or mobile structures for organizing voting.
A separate problem may be staffing the precinct election commissions, especially in frontline regions.
“I think there will be a shortage in certain regions. First and foremost in the frontline zone, because, you know, there are voters, but there are no people who would participate in the work of the commissions,” he added.
According to Dubovyk, the greatest risks concern the Kherson and Donetsk regions, part of the Kharkiv region, and possibly the Sumy region. At the same time, no serious problems are expected at the district commission level.

The CEC emphasizes that the mechanisms for replacing commission members are provided for by law, and with sufficient preparation time, political parties will be able to mobilize the necessary candidates. In addition, the involvement of representatives from other regions is not ruled out, as has already happened during previous election campaigns.
Thus, despite infrastructure losses and staffing challenges, the CEC is convinced that with proper preparation, organizational problems can be solved.
