Million on paper: Holosiivskyi District State Administration exposes embezzlement scheme

Prosecutors of the Holosiivskyi District Prosecutor’s Office in Kyiv have served a notice of suspicion to the head of the construction department of the Holosiivskyi District State Administration. He is suspected of entering false information into official documents and misappropriating budget funds during the overhaul of a parking lot used as a shelter. This was reported by the press service of the Kyiv City Prosecutor’s Office, "Komersant Ukrainian" reports
According to the investigation, the official secured the victory in the tender for a controlled company that was to carry out repairs to the parking lot of the Holosiivskyi District State Administration. After completion of the work, the contractor entered overstated volumes of work performed in official documents.
The head of the construction department approved the certificates of completion, after which the company received full payment – despite the fact that some of the work was not actually completed.
As a result of these actions, the capital’s budget suffered losses of about UAH 1 million.
The pre-trial investigation is currently underway. Law enforcement officers are checking the possible involvement of other officials of the Holosiivskyi District State Administration in the embezzlement.
The incident was registered in the Unified Register of Pre-trial Investigations on the grounds of criminal offenses under Part 5 of Art. 191 (misappropriation of property by abuse of office in a large scale) and Part 1 of Art. 366 (forgery) of the Criminal Code of Ukraine.
