Millions of hryvnias a year: how much the state spends on diplomats

Ukraine spends about 200 thousand UAH per month on the support of its diplomatic representatives abroad. This is reported by "Komersant Ukrainian", citing data from analysts at the YouControl R&D center.
The average annual salary of a diplomat is thus UAH 2.95 million.
In addition, the analysts presented a clear portrait of a diplomatic officer, which can be drawn on the basis of open data.
Among those representing the state abroad, a significant majority are men – 62 people, while there are only 14 women. The average age of Ukrainian diplomats working outside the country is 52 years, which indicates significant professional experience and many years of service in international relations.
Personal life is also an indicator of stability: 83% of diplomats are married. This may be a result of both their mature age and the specifics of the profession, which requires high responsibility and the ability to plan long-term, including in family matters.

The educational level of Ukrainian ambassadors is traditionally high. Most of the current Extraordinary and Plenipotentiary Representatives of Ukraine have higher education, and 23 diplomats have a PhD or doctorate. This underscores the intellectual background of the diplomatic corps and its ability to negotiate at a high professional level, including complex economic, political and security issues.
In terms of appointments, recent years have seen an active renewal of Ukrainian representatives abroad. In 2025 alone, 26 diplomats were appointed. For comparison, there were 12 such appointments in 2024, 18 in 2022, and only 4 in 2023. In previous years, the staffing dynamics was moderate: 6 appointments in 2020 and 2021 and 3 in 2019. This intensification in 2025 may be due to both the need to strengthen Ukraine’s international position and the rotation of personnel in key partner countries.
For economic policy and international cooperation, it is important that the diplomatic corps consists of professionals with deep knowledge and experience who can effectively promote Ukraine’s interests in trade, investment, energy and security. A high proportion of diplomats with academic degrees can contribute to a better understanding of global economic trends and create more favorable conditions for cooperation for Ukraine.
Given the complex geopolitical situation and the need to integrate into the global economy, the human resources potential of Ukrainian diplomacy remains one of the key tools of the state strategy. Analysts note that the combination of professional experience, educational training, and active renewal of representatives creates conditions for more effective defense of Ukraine’s economic interests in the international arena.
