Millions “from mom”: how officials conceal income through gifts

The National Agency for the Prevention of Corruption (NAPC) has reported that public officials annually declare cash gifts worth more than UAH 3.4 billion, "Komersant Ukrainian" reports.

Over the past four years, this amount has remained consistently high:

What has the NACP found?

The NACP records numerous cases when officials

  • Fail to provide documents confirming receipt of gifts
  • Indicate amounts that exceed the income of the donors
  • Use gifts as a cover for illicit enrichment

Examples of violations

  • Themayor of Ochakiv declared UAH 9.1 million as a gift from his mother. An audit showed that her income did not allow her to make such a gift. A case was opened under Art. 368-5 of the Criminal Code of Ukraine.
  • Head of Artsyz notary office – UAH 18.28 million gift from his mother. Financial solvency has not been confirmed. The case is being investigated by the NPU under Article 366-2 of the Criminal Code of Ukraine.
  • Acourt secretary in Uzhhorod – UAH 8 million in cash allegedly donated by godparents. The circumstances have not been confirmed.
  • A deputy of the Transcarpathian Regional Council – significant savings, the source of which is a gift from his parents. No documents were provided, the case is being investigated by the NABU.

It should be reminded that according to Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty by a court of law.
