The Ministry of Culture was accused of inefficient use of funds: how much is it?

The Ministry of Culture has used UAH 521.8 million in an unsystematic and inefficient manner to manage and administer the cultural and information policy. This is reported by "Komersant Ukrainian", citing data from the Accounting Chamber.
The audit covered the period of 2020-2023, when the ministry failed to achieve its main goals, in particular, the creation of a single cultural space, public access to cultural services, and a reduction in the amount of manipulative content.
In addition, the ministry’s staff developed only 31% of the regulations envisaged by the Government’s priority action plans and the Ministry’s work plan for 2023. In particular, the Strategy for the Development of Culture and an action plan for its implementation have not been developed, and no separate regulatory documents have been approved that would determine the prospects and priority areas of development in the field of information security of Ukraine.
The Accounting Chamber notes that the inadequate competence of reform specialists was one of the reasons for the implementation of measures to formulate public policy by only 31%. Under such circumstances, UAH 58.4 million was ineffectively used to pay a bonus for the performance of particularly important work to reform specialists and accruals for it.
The Ministry of Culture also failed to analyze and monitor the effectiveness of management of state-owned property, resulting in a discrepancy between the Ministry’s financial statements and the information submitted to the State Property Fund of Ukraine totaling UAH 9.8 billion.
