The Ukrainian Ministry of Defense has stated that the mobilization system requires changes, which will be implemented in the near future. The ministry made this statement on April 2 following the murder of a serviceman at the Territorial Center for Recruitment and Social Support in Lviv, according to "Komersant Ukrainian"

The Ministry of Defense emphasized that there can be no justification for the attack on the soldier, and that the perpetrator will face inevitable punishment.

The Ministry of Defense’s statement combines two important points. The first is a strong reaction to the crime itself. The second is the acknowledgment that the current mobilization system has problems and requires changes.

At the same time, the ministry did not specify exactly what changes are being prepared, when they might be implemented, or whether they involve legislative, organizational, or personnel decisions.

What happened in Lviv

On April 2, in Lviv on Paton Street, a 52-year-old serviceman of the Territorial Defense Forces and Special Forces was fatally stabbed in the neck during alert drills. Medical personnel performed CPR, but were unable to save the man.

Police detained the suspected assailant, who turned out to be an inspector with the Lviv Customs Office.

It was following this high-profile incident that the Ministry of Defense issued a public statement, in which it not only condemned the murder but also announced upcoming changes to the mobilization system.

What exactly did the Ministry of Defense say?

The Ministry of Defense stated that Ukraine relies on military personnel who, in various regions and in various positions—including non-combat roles—ensure the defense of the state. The ministry emphasized: anyone who kills a soldier—whether on the front lines or in the rear—is acting against Ukraine.

“But no problem with the system can justify murder,” the ministry emphasized.

This is an important signal, as the discussion about mobilization in Ukraine has previously revolved largely around individual scandals, TCC inspections, court cases, and legislative changes. Now, however, the Ministry of Defense is effectively acknowledging at the official level: this is not just about isolated incidents, but about the need for systemic adjustments to the model itself.

The attack took place on Paton Street in Lviv

According to police, during a drill, a man stabbed a serviceman from the Halych-Frankivsk District Military Registration and Enlistment Office in the neck and then fled.

The victim was hospitalized with a critical injury to the carotid artery, but despite resuscitation efforts, he died in the hospital.
