Ministry of Defence dispels 5 myths about the Reserve app

As of 7 June, about 1.5 million people have updated their data through the Reserve mobile app. Given the popularity of the app, Kateryna Chernogorenko, Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation and Digitalisation, dispelled 5 myths about the app, "Komersant Ukrainian" reports

Myth 1 The application has no legal status, it is not mentioned in the legislation

The electronic office of a person liable for military service is implemented in the format of the Reserve application.

The functioning of the application is regulated by the Resolution of the Cabinet of Ministers of Ukraine of 10 May 2024 and the order of the Minister of Defence on the creation of an information and communication system for access to the electronic cabinet of persons liable for military service.

Myth 2 The app does not work correctly because it displays incorrect data

The Reserve pulls data from the Oberig register, which contains errors due to human error. The Ministry of Defence team plans to launch an option to report the problem directly in the app. This way, citizens will be able to report online that their data is incorrect and start the process of updating it.

“Thanks to the app, we discovered a problem – 710,000 people were on the ‘groundless’ wanted list. We eliminated these inaccuracies, and citizens received email and push notifications that the app now displays the updated status,”

– Chernogorenko said.

Myth 3 Screenshots of the leaked conscripts’ data are already online. Did they really leak the data?

No. This is fake information and PII from the enemy.

The Ministry of Defence has checked and found that the citizens whose data is allegedly leaked have never logged in to the Reserve. In any case, a leak is impossible. The Reserve only pulls up data from the register of persons liable for military service called Oberih.

The register does not collect information about military units and current ranks of the military. It is a register of persons liable for military service, conscripts and reservists. It cannot be accessed via the Internet, only through secure channels.

Myth 5 The app was created at the expense of the state budget

No. Funding was provided without the involvement of public funds. The MoD received the software under a charitable donation agreement from a non-profit organisation.

Myth 5 Citizens will not be able to prove that they have updated their data in the Reserve

After updating, the information is immediately added to the Oberig register.

And on 18 June, an electronic military registration document will appear in the app, the validity of which can be checked via a QR code. For this purpose, the CCC or the police do not need readers, it will be possible to check the validity of the code directly through the QR code scanner in the application.
