The Ministry of Defense lost UAH 322 million: SBI investigates questionable water contracts

An official of the Ministry of Defense has been notified of suspicion of causing damage to the state in excess of UAH 322 million. This was reported by the Prosecutor General’s Office, "Komersant Ukrainian" reports

“Under the procedural supervision of the Specialized Defense Prosecutor’s Office of the Prosecutor General’s Office, the Acting Director of the Department of Public Procurement and Supply of Material Resources of the Ministry of Defense of Ukraine was served with a notice of suspicion,” the statement said.

According to the investigation, in 2022, the official, in violation of the requirements of public procurement legislation, signed two contracts on behalf of the Ministry of Defense that were unprofitable for the state for the supply of drinking water for the needs of the Armed Forces of Ukraine.

According to law enforcement, the official improperly performed his duties:

  • failed to analyze market prices;
  • did not check the validity of the calculations submitted by the suppliers;
  • failed to ensure compliance with the principles of efficiency and effectiveness of the use of budget funds.

As a result of these actions, according to preliminary data, the state suffered losses in the amount of over UAH 322 million.

The suspect is charged with official negligence, i.e. negligent attitude of a military official to service, which caused grave consequences under martial law (Part 1 of Article 4 of Article 425 of the Criminal Code of Ukraine).

The pre-trial investigation is carried out by investigators of the Main Investigation Department of the State Bureau of Investigation with operational support from the SBI’s Main Operational Department.
