The Ministry of Defense has changed the deferral rules for parents with multiple children: how to apply

The Ukrainian Ministry of Defense has launched a new feature in the Rezerv mobile app that allows parents with multiple children to apply for deferment from mobilization online. The service is currently in beta testing and will soon be available to all users of the app. This was reported by the press service of the Ukrainian Ministry of Defense, according to "Komersant Ukrainian".

The deferral can be applied for regardless of marital status

The main change is the expansion of the circle of people who can obtain a deferral through the app. Previously, online deferrals were only available to parents of three or more children born in the same marriage, but now the rules have changed.

The Ministry of Defense explained:

“Previously, online deferrals were only available to parents who had three or more children from the same marriage. Now, during the verification process, all children under the age of 18 will be taken into account, regardless of whether they were born in the same marriage.”

This means that parents who have children from different marriages will also be eligible for deferment if the total number of children is three or more.

The system will automatically verify the data

The deferral is processed entirely online, without the need to submit paper certificates or visit the territorial recruitment centers (TRCs) in person.

The system automatically verifies:

  • the presence of three or more children under the age of 18;
  • the absence of alimony debts;
  • the accuracy of personal data in state registers;
  • information about children born in Ukraine.

If the child support debt exceeds the amount of payments for three months, the deferral will not be granted.

How to obtain a deferral through “Reserve”

The procedure is as simple as possible:

  • The user submits a request through the “Reserve” application.
  • The system automatically verifies the information through state registries.
  • If the grounds are confirmed, the deferral appears in the electronic military registration document.

The entire process takes only a few hours.

The Ministry of Defense emphasizes that digitizing the procedure allows for:

  • reduce the influence of the human factor;
  • avoid queues at the TCC;
  • speed up the document processing process;
  • make the system more transparent and convenient.

Who can participate in beta testing

Parents with multiple children who meet the following conditions are invited to test the new feature:

  • have three or more children under the age of 18;
  • have no outstanding child support payments;
  • have accurate data in state registries;
  • their children are registered in Ukraine;
  • have not previously applied for a deferral.

After testing is complete, the feature will be available to all users of the app.

“Reserve” expands digital services for military registration

The “Reserve” app is gradually becoming the main tool for digital interaction between citizens and the military registration system.

Previously, the app already offered the following features:

  • register for military service online;
  • receive notifications about summonses;
  • view electronic military registration documents;
  • update personal data.

The introduction of online deferrals is another step towards the digitization of military registration in Ukraine.

What this means for parents with multiple children

The new feature allows parents with multiple children to:

  • apply for deferrals quickly and without bureaucracy;
  • avoid visiting the TCC in person;
  • receive confirmation of deferral online;
  • exercise their legal right without additional procedures.

This greatly simplifies access to the guarantees provided by law.
