The Ministry of Digital Transformation wants to book a new category of men for stable mobile communications

The Ministry of Digital Transformation is working to stabilise mobile communications during power outages. In particular, the ministry wants to reserve repair crews from mobilisation. This was reported by "Komersant Ukrainian" with reference to the Ministry of Digital Transformation.

The Ministry of Digital Transformation stressed that Ukrainians should have access to basic life needs despite the enemy’s actions.

In order to stabilise the situation with mobile communications and the Internet, the Ministry of Digital Transformation has made the following decisions:

  • Updated the requirements of the National Centre for Operational and Technical Management of Electronic Communications Networks of Ukraine. Now, mobile operators must provide 25% of their networks with generators to ensure that they can operate for 72 hours during blackouts. The remaining part of the mobile network must operate for 10 hours on rechargeable batteries. The batteries operate on the principle of a power bank, which supplies power to base stations during blackouts.
  • We have stepped up checks on compliance with the requirements. Operators will report on the situation to the NCC on a quarterly basis, and the NEURC will check compliance.
  • We have developed Resolution No. 322, which has already been adopted by the regulator. This way, operators will be able to apply to Oblenergo to modernise their networks that go to the base stations. This will allow for faster battery charging.
  • We have agreed on a list of facilities that need to have uninterrupted power supply, and the CMAs will submit it to Oblenergo.
  • We are working on reservations for employees of repair crews who are liable for military service.
  • In addition, the Rada has passed a law cancelling customs duties and VAT on the import of batteries and generators.

“At the same time, we are starting to work on a new service in Diia – Ukrainians will be able to report communication problems in the app even without access to the Internet. When the connection is restored, the information will be automatically pulled up in Diia. We will collect and analyse the feedback to continue working to stabilise the connection,” the Ministry of Digital Transformation said.

Criteria for enterprises critical to the economy

Cabinet of Ministers Resolution No. 76 defines the criteria for recognising an enterprise as critical to the functioning of the economy and the livelihoods of the population during a special period:

  1. the total amount of taxes paid exceeds the equivalent of EUR 1.5 million;
  2. the amount of foreign currency revenues exceeds the equivalent of EUR 32 million;
  3. the company is of strategic importance for the economy and security of the state according to the list;
  4. the company is important for a sector of the national economy or for meeting the needs of the territorial community;
  5. no arrears in the payment of a single contribution to the obligatory state social insurance;
  6. the average salary of insured employees at the enterprise for the last calendar quarter is not less than the average salary in the region for the fourth quarter of 2021;
  7. the company is a resident of Diia City.

An enterprise is recognised as critical if it meets at least two criteria. Such enterprises can book 50% of their employees, or more “in case of a reasonable need”.

The government has also approved a list of NGOs that have received 100% reservation from mobilisation.
