Minus 40% in Kharkiv, plus 56% in Odesa: a map of housing boom and bust

In January-June 2025, 51,557 new apartments were built in Ukraine, which is 6.7% less than in the same period last year. This is evidenced by the State Statistics Service data cited by the LUN study, "Komersant Ukrainian" reports.
The total area of housing built in the first half of the year amounted to 4.27 million square meters, which is 6.4% less year-on-year. At the same time, the share of apartments in apartment buildings decreased from 69.8% last year to 67.1% this year.
Leading regions
Despite the overall decline, a number of regions showed a significant increase in housing construction. The best dynamics were demonstrated by:
- Odesa region – 56% (6570 apartments, 0.39 million square meters);
- Cherkasy region – 51.6% (1126 apartments, 0.09 million square meters);
- Mykolaiv region – 35.8%;
- Chernihiv region – 24.4%;
- Ternopil region – 23.7%;
- Lviv region – 8.9% (5646 apartments, 0.48 million square meters).

Regions with the worst performance
The largest drop in construction volumes was recorded in:
- Kharkiv region – minus 40.4%;
- Zhytomyr region – minus 37.7%;
- Zaporizhzhia region – minus 30.6%;
- Sumy region – minus 29.1%;
- Volyn region – minus 27.2%.
The situation in the capital and the region
In Kyiv, the volume of new housing decreased by 22% – 7380 apartments with a total area of 0.49 million square meters were built against 9360 apartments (0.63 million square meters) last year.
In the Kyiv region, the figures also decreased by 7.9% to 9853 apartments with a total area of 0.88 million sq m.
