International Aviation Organization finds Russia guilty of shooting down MH17

The Council of the International Civil Aviation Organization (ICAO) has held Russia responsible for the downing of passenger plane flight MH17 in July 2014 in Donbas. This was reported by the press service of the Dutch government, "Komersant Ukrainian" reports

The ICAO Council has made a decision on the dispute initiated by the Netherlands and Australia in March 2022 against Russia over the downing of flight MH17 on July 17, 2014.

The ruling also states that Russia violated the Chicago Convention on International Civil Aviation as it illegally used its weapons against a passenger aircraft.

The next step is to determine the form of compensation from Russia. First, ICAO should oblige Russia to start negotiations with the Netherlands and Australia and facilitate this process.

In the summer of 2024, Russia announced that it would unilaterally suspend its participation in the dispute at the International Civil Aviation Organization.

As a reminder, in July 2014, a Malaysia Airlines passenger Boeing 777 flying from Amsterdam to Kuala Lumpur was shot down in the sky over the temporarily occupied part of Donetsk region. All 298 people on board were killed.

In November 2022, the District Court of The Hague sentenced Igor Girkin, Serhiy Dubinsky and Leonid Kharchenko to life imprisonment in absentia for their role in the downing of Malaysian Airlines flight MH17 over Donbas and ordered their arrest.

The Hague court also recognized that Russia controlled the “DPR” during the downing of MH17.
