Mobilization in a new way: how the General Staff forms plans taking into account the frontline and human resources

Mobilization plans in Ukraine are not formed arbitrarily, but on the basis of clear requests from military units – taking into account their losses, functions, staffing and the situation at the front. This was reported by the Communications Department of the Land Forces Command of the Armed Forces of Ukraine in response to a request from Ukrayinska Pravda, "Komersant Ukrainian" reports.

“The formation of tasks is based on the needs of specific military units, taking into account their functional purpose, losses, manning and operational situation. The planning is carried out by the General Staff of the Armed Forces,” the response reads.

A key tool in this process is the Oberih information system, which allows determining the number of people liable for military service in each region. Thanks to this, the General Staff can formulate mobilization tasks for territorial recruitment centers (TCCs) in accordance with the actual human resources assigned to a particular area.

How it works in practice:

  • The General Staff determines the overall need for personnel;
  • regional TCCs receive a plan;
  • districts distribute it by territory;
  • district TCCs form personal lists, make calls, serve summonses and keep records.

The Command also reminded that the fulfillment of mobilization tasks is part of a legally defined duty. Any evasion or improper fulfillment will be subject to disciplinary measures.
