MES updated the rules of distance learning: key changes from September 1

On September 1, 2025, updated rules for organizing distance learning will come into force in Ukraine. The Ministry of Education and Science has approved the relevant amendments to orders No. 1112 and No. 1115. This is reported on the website of the Ministry of Education and Science, "Komersant Ukrainian" reports.

The changes were developed as part of the School Offline policy, which aims to provide quality education for all children, regardless of where they are: in government-controlled territories, temporarily occupied territories, or abroad.

The Ministry of Education and Science notes that the decision was made on the basis of proposals from communities and regions, taking into account public discussion. Particular attention is paid to the needs of the frontline and Russian-border regions.

What exactly is changing:

  • New class size standards:
    • minimum – 20 students;
    • up to 10 – for schools in the TOT, villages and frontline areas;
    • up to 15 for other cities.
      The restrictions do not apply to special and specialized schools.
  • There may be no parallels:
    A school can operate remotely even without separate parallels (for example, without 7th grade).
  • Ukrainian studies component:
    There are separate classes in Ukrainian studies, where students study according to a single program.

Education for children abroad:

  • ukrainian studies only (5-8 hours per week) – if they attend a local school;
  • full distance learning – if they do not study locally;
  • individual forms – external study or family study.

For children in TOT:

  • pedagogical patronage was introduced – individualized education with teacher’s salary, even without open classes.

If a child has left the dangerous region:

  • can continue studying at their school remotely, without being transferred to another;
  • if there is a shelter, the priority remains for full-time education.

Personnel reserve for teachers:

The Ministry of Education and Science is creating a reserve for teachers from the frontline and affected regions. Educators will be able to receive training and receive an average salary, even if they lose their workload.

The reserve will include teachers from 10 regions:
Dnipropetrovs’k, Donetsk, Zaporizhzhia, Luhansk, Sumy, Mykolaiv, Odesa, Kharkiv, Kherson, and Chernihiv regions.

The government plans to adopt the relevant amendments to the resolution on the personnel reserve in the near future.
