MES proposes to introduce mandatory video recording of entrance exams at universities

The Ministry of Education and Science of Ukraine proposes to introduce video recording of entrance exams at higher education institutions from at least two surveillance cameras. The relevant provision is contained in the draft Procedure for Admission to Higher Education in 2026, which was published today for public discussion, "Komersant Ukrainian" reports
The document details the new rules for transparency of the admission campaign and aims to increase confidence in the results of the competitive selection process.
Mandatory video recording of entrance exams: key requirements
According to the draft Admission Procedure 2026, each higher education institution must
- provide video recording of entrance exams from at least two CCTV cameras;
- publish video recordings on the official website of the university within three business days after the publication of the applicants’ grades;
- keep video materials and impersonal written works in the public domain for one year in the format of active Internet links.
Thus, any applicant or the public will be able to check compliance with the procedures and the correctness of the assessment.
When videos will not be made public
The project provides for exceptions for security reasons. Videos of the entrance exams will not be published if the applicants
- reside in the temporarily occupied territories;
- are military personnel.
At the same time, in these cases, the recordings will be kept by the admissions offices of educational institutions.
Storage and destruction of entrants’ works
The papers of applicants who have not been enrolled in education shall be kept at the higher education institution for at least one year. After this period, they are subject to destruction.
The fact of destruction must be officially recorded by drawing up a relevant act, which is a mandatory procedure for admissions committees.
Openness and control of the admission campaign
The new rules directly impose responsibility for transparency on the heads of higher education institutions. They must ensure
- compliance with the requirements of the Admission Procedure 2026;
- open work of admissions committees;
- correct storage and access to video and written materials.
All admission procedures will continue to be recorded in the USES, through which applicants submit applications and track their status.
When will the new rules come into force?
After approval and state registration of the order in the Ministry of Justice of Ukraine, the Procedure for Admission to Higher Education in 2026 will come into force from the date of its official publication.
