The Ministry of Education and Science has stopped providing grants for education: who is affected by the order

The Ministry of Education and Science of Ukraine has decided to stop providing state grants for higher education. The corresponding order No. 1238 was signed by the Minister of Education and Science Oksen Lisovyi on September 12, 2025, "Komersant Ukrainian" reports
For whom grants were canceled
According to the document, the grant program is not canceled completely. Funding has been suspended only for those students who fall under the conditions specified in the paragraphs of the Procedure for the implementation of the pilot project.
These are:
- students who have transferred from full-time or dual form of education to another;
- those who have transferred to places of state or regional order;
- expelled students who were not reinstated within 30 days;
- students whose documents contain inaccurate information.
Appendix with the list
A separate list of students for whom grants are terminated is attached to the order. They will no longer receive payments.

Further actions
The Department of Accounting and Reporting of the Ministry of Education and Science should stop transferring funds, and universities should return the remaining unused amounts to the state budget.
First Deputy Minister Yevhen Kudryavets is responsible for overseeing the implementation of the order.
The program of state grants for university education was introduced as a pilot project in 2024. It aimed to expand access to higher education for applicants and enable universities to receive additional funding. Now, after the end of the project, the mechanism will be finally closed.
What you need to know about the state tuition grant
Applicants who have chosen a contract form of education can receive a state grant if they have high NMT (National Multiple Subject Test) results.
The amount of the grant depends on the NMT score:
- 15 thousand hryvnias for those who scored from 150 to 169 points in two subjects.
- 25 thousand hryvnias for those who scored 170 or more points.
For some specialties, the minimum passing score may be lowered to attract more students.
If an applicant receives a recommendation for a state-funded place and refuses it, he or she will not be eligible for a state grant for contract study, even if he or she has the required NMT scores.
In 2025, special attention is paid to supporting applicants who choose agricultural specialties. This is due to the need to develop agriculture and provide the country with qualified specialists in this field. Support for the IT industry also remains a priority, as it is key to Ukraine’s technological development.
Grant application procedure
Applicants who meet the above conditions can apply for a grant through the applicant’s electronic account or the Diia mobile application.
After submitting the application and confirming eligibility, the grant will be transferred directly to the higher education institution to cover part or all of the tuition fee.
