The Ministry of Health of Ukraine answered whether medical institutions are ready for possible blackouts in 2026

The Ministry of Health of Ukraine (MoH), at the request of "Komersant Ukrainian", reported on the state of preparation of medical institutions for possible interruptions in heat and electricity supply in 2026.

“Today, the Ministry of Health has established daily monitoring of the sustainability of healthcare facilities in emergency situations. Almost all institutions have centralized heat supply and alternative autonomous sources. Some institutions in Kharkiv and Dnipro regions have periodic interruptions, but we are constantly taking measures to eliminate them,” Edem Adamanov, Deputy Minister of Health

According to the Ministry of Health, 97% of healthcare facilities across the country have backup power supplies – more than 15,000 generators of various capacities have been installed. In addition, 70% of facilities are equipped with autonomous boilers or other alternative sources of heat.

There are 632 facilities in the network, including multidisciplinary hospitals in Donetsk, Zaporizhzhia, Mykolaiv, Kherson regions and Kyiv:

  • 100% are provided with backup power sources;
  • 89% are provided with autonomous heating sources.


“The Ministry of Health has an appropriate action plan in case of emergencies, including long-term power outages. The response algorithm has been communicated to all municipal and state institutions, and a well-functioning monitoring and response system is in place,” Adamanov emphasized

In addition, the Ministry is monitoring and arranging shelters in healthcare facilities in accordance with the Civil Protection Code and the State Building Standards of Ukraine, using resources from the state and local budgets, grants and donor assistance.

Thus, the Ministry of Healthcare of Ukraine demonstrates the readiness of the medical system for possible blackouts and emergencies, ensuring the uninterrupted operation of hospitals even in difficult conditions.
