Kostin’s replacement: what is known about the First Deputy Prosecutor General (photo)

Prosecutor General of Ukraine Andriy Kostin, who resigned on 22 October, may be replaced by his first deputy , Oleksiy Khomenko. This was reported by "Komersant Ukrainian" with reference to Telegraf UA.
The media outlet cites exclusive information received from its sources in the Presidential Office.
“Khomenko will become acting Prosecutor General immediately after Kostin’s official dismissal,” Telegraf UA writes.
What is known about Oleksiy Khomenko
Oleksiy Khomenko was born on 10 August 1981 in Poltava. In 2003, he graduated from the Yaroslav the Wise National Law Academy of Ukraine with a degree in Law.
From July 2003 to August 2012, he worked at the Military Prosecutor’s Office of the Central Region of Ukraine as an assistant, senior assistant, deputy military prosecutor of the garrison, prosecutor of the department, and head of the department of the military prosecutor’s office of the region.
From August to October 2012, he held the position of Head of the Department for the Protection of Rights and Freedoms of Citizens and Interests of the State of the Prosecutor’s Office of the Central Region of Ukraine for Supervision over the Observance of Laws in the Military Sphere.
From October 2012 to April 2014 – Deputy Head of the Department for Protection of Rights and Freedoms of Citizens and Interests of the State of the Department for Human Rights Protection and Representation of the Main Department for Supervision over the Observance of Laws in the Military Sphere of the Prosecutor General’s Office of Ukraine.
From April to August 2014 – Deputy Prosecutor of the Central Region of Ukraine for Supervision over the Observance of Laws in the Military Sphere.
From August 2014 to September 2020 – Deputy Military Prosecutor of the Central Region of Ukraine.
From September to November 2020, he was the Head of the Specialised Prosecutor’s Office in the Military and Defence Sphere of the Central Region.
From November 2020 to August 2022 – Head of the Kyiv Regional Prosecutor’s Office.
From September 2022 to January 2023 – Deputy Prosecutor General.
Since 26 January 2023 – First Deputy Prosecutor General.
By the Decree of the President of Ukraine, he was awarded the Order of Merit III class.

In 2017, Oleksii Khomenko became a subject of a BIHUS.Info investigation. The journalists found that the then Deputy Military Prosecutor of the Central Region had registered all his property in the name of his relatives.
The material stated that in 2014 Khomenko submitted a blank paper declaration. Instead, in the electronic declaration for 2015, he indicated the use of his sister’s 71 sq m apartment. According to an extract from the Register of Real Property Rights, the apartment is located in a new building at 12 Feodosiysky Lane and was purchased by Alyona Khomenko in 2013.
In his 2016 declaration, Oleksiy Khomenko listed his wife, Yana Nazarchuk, and newborn son. The prosecutor’s wife owns a 2008 Toyota RAV4 and a 193 sq m house in Osykovo village, Makariv district, Kyiv region.
The neighbouring 265-metre-high house belongs to Khomenko’s mother-in-law, Halyna Uliakhina. The Register of Real Property Rights shows that they were both put into operation on the same day – 29 July 2017.

In his tax return, which Oleksiy Khomenko filed on 28 March 2024, he indicated that he lived in a 71 sqm apartment owned by his wife, Yana Nazarchuk, which she registered in January 2015.
A 2008 Toyota RAV 4 car, purchased in 2010, is also registered in Khomenko’s wife’s name.
In addition, the first deputy prosecutor indicated that he has monetary assets. These include $46,000 in cash and UAH 93,504 on a bank account with PrivatBank.
