The MSEC will continue to work for now: Liashko announces reform in the Rada starting from 2025

Today, on November 1, the Verkhovna Rada heard a report from Health Minister Viktor Lyashko, who said that the system of medical and social expert commissions (MSEC) would continue to work as it has been working, and that comprehensive changes to the MSEC system would take place early next year. Today the Rada has an hour of questions to the government. After Lyashko’s report, he was asked several questions regarding the reform of the MSEC.
The minister reminded that the draft law on the reform of the Medical Expert Commission has been prepared since 2023. It is already being studied by the government, and then the draft law will be registered in the Rada and submitted to parliamentarians.
According to the head of the Ministry of Health, instead of more than 500 MSECs, a team of expert doctors will work. In addition, the new system will be digitalized to reduce the risk of corruption and the human factor.
“This means that a person will not have to go from office to office, sit in queues,” the minister explained.
Yaroslav Zheleznyak, a member of the Voice party, added that Lyashko had promised comprehensive changes to the MSEC starting January 1, 2025.
“Until then, the system will work as it has been working with certain point improvements,” Zheleznyak quoted Lyashko as saying.
Earlier it was reported that all medical and social commissions in Ukraine would cease to function by December 31, 2024. This became possible because the President of Ukraine Volodymyr Zelenskyy put into effect the relevant decision of the National Security and Defense Council.
As a reminder, on October 5, employees of the State Bureau of Investigation detained and notified the head of the Khmelnytsky Regional Center for Medical and Social Expertise of suspicion of illicit enrichment.
Prior to that, on October 3 and 4, law enforcement officers conducted a series of searches in the official’s offices and at the place of residence of the official and her close relatives.
The head of the MSEC was found to have $100,000 in her office, as well as a number of forged medical documents, lists of “evaders” with fake names and fake diagnoses.
At the home of the official and her relatives, SBI officers found almost $5 million 244 thousand, 300 thousand euros, more than UAH 5 million, branded jewelry and jewelry.
