MSEC and corruption: how many defendants received real sentences

None of the MSEC employees detained for corruption are still serving their sentences in prison. This is stated in the in an article by “UP, reported by "Komersant Ukrainian".

The journalists examined the court register. Starting from 24 February 2022, they found 216 verdicts involving MSEC employees.

In 50 of them, the accused party is doctors and commission members. They are usually charged with abuse of influence, bribery, forgery, obstruction of activities and illicit enrichment.

In practice, most convicts are released from serving their sentence with a probationary period (usually under a plea agreement with the prosecutor) even without confiscation of property.

Thus, out of the 50 cases mentioned above, the defendants were found guilty in only 32 cases.

In six cases, they were sentenced to imprisonment. The rest were fined and banned from holding office.

In only two cases were the defendants sentenced to imprisonment without conditions. But they were appealed in the courts of appeal.

The first concerned the head of the Kyiv Interdistrict Medical Examination Commission, who was sentenced to five years in prison, and the second concerned a radiologist at the Lviv Regional Hospital, who was sentenced to four years.

However, both cases relate to the events of 2020-2021, i.e. before the start of the great war. In addition, the first case is under appeal and the verdict has not yet entered into force, while the second case was reclassified by the Supreme Court in the summer of 2024 to a lighter article and sentenced to a fine of UAH 85,000 instead of imprisonment.
