the US “Peace Plan”: 20 European countries issue joint statement

The heads of the foreign affairs committees of 20 European parliaments have issued a joint statement warning of the danger of any peace agreements that would actually reward Russia for its unleashed aggression against Ukraine. The text of the statement was published by the Chairman of the Foreign Affairs Committee of the Estonian Riigikogu, Marko Michelson, "Komersant Ukrainian" reports

The document was signed by representatives of Latvia, Lithuania, Denmark, Sweden, Norway, Iceland, Finland, Poland, the Czech Republic, the United Kingdom, France, Italy, Belgium, Luxembourg, the Netherlands, Ireland, Spain, Portugal, Ukraine and the European Parliament.

In their appeal, the deputies emphasized that the outcome of the Russian-Ukrainian war and the conditions of peace will determine the security of Europe for many decades to come. It is about the existential interests of all Europeans.

“Our goal has been and remains a just and sustainable peace based on international law and ensuring full respect for the territorial integrity, independence and sovereignty of Ukraine. Such peace cannot be achieved by making concessions to the aggressor or rewarding the aggressor. Nothing can be decided about Ukraine without Ukraine, about Europe without Europe,” the statement reads.

The parliamentarians emphasized that no decisions can be made behind Ukraine’s back or without the participation of European states.

“Negotiations cannot begin with fulfillment of Russia’s demands”

The lawmakers emphasized that a genuine negotiation process is impossible if Ukraine is forced to agree to Moscow’s conditions before the start of the dialogue.

“The era of empires is over, and Europe will never consider legitimate any Russian ‘security interests’ that go beyond its borders or imply its right to determine the security order in Europe,” the signatories said.

The statement emphasizes that any security guarantees for Ukraine under a future peace agreement must be legally binding and include

  • the presence of deterrence forces on the territory of Ukraine;
  • capabilities to prevent new acts of aggression;
  • no restrictions on the Ukrainian Armed Forces or foreign policy.

At the same time, there should be no concessions for Russia.

“There should be no restrictions on the size of the armed forces or restrictions on foreign or domestic policy for Ukraine, while no restrictions should be imposed on Russia. Russia must at least withdraw its troops from the occupied territories and cooperate with international institutions to ensure accountability for those involved in the atrocities,” the MPs said.
