Customs is revoking brokers’ licenses: what will change starting April 20

The State Customs Service of Ukraine has notified customs brokers of important changes to the rules governing their operations. Effective April 20, 2026, all current licenses for customs brokerage activities will be revoked unless companies obtain new authorization.
This was reported by the State Customs Service, according to "Komersant Ukrainian"
Why are customs broker permits being revoked?
The revocation of permits is linked to the end of the transition period provided for by the Customs Code of Ukraine. This period was intended to allow brokers to transition to the new authorization system.
The State Customs Service explained:
- the transition period is in effect until April 19, 2026;
- as of 12:00 a.m. on April 20, the old licenses will expire;
- work will only be possible under the new authorization.
What does the new authorization mean for customs brokers?
Authorization is a new format for admission to customs brokerage activities, which involves verifying that a company meets the established requirements.
Specifically, the following are checked:
- compliance with legislation;
- availability of necessary specialists;
- compliance with customs regulations;
- reputational criteria.
How many brokers have already received authorization
According to the State Customs Service:
- 4,618 applications have been submitted;
- 1,848 authorizations have been granted;
- 790 applications are still pending.
It is also reported that since the beginning of 2026:
- 2,480 applications have been reviewed;
- approximately 1,000 permits have been issued;
- more than half of the applicants were unable to complete the procedure on their first attempt.
What will happen to brokers without authorization
If a customs broker does not obtain authorization by the established date:
- their permit will be revoked;
- they will not be able to operate officially;
- they will need to resubmit their documents.
Why businesses are advised not to delay
The State Customs Service has urged companies not to delay submitting their documents, as there is limited time remaining until the end of the transition period.
Businesses are advised to:
- check the status of submitted documents;
- correct any potential deficiencies;
- complete the authorization procedure.
What the changes mean for the market
Experts note that the new rules may:
- increase oversight in the customs sector;
- reduce the number of unscrupulous brokers;
- tighten requirements for professional practice;
- bring Ukrainian procedures closer to EU standards.
What customs brokers need to do now
To continue working, brokers must:
- Submit an application for authorization.
- Provide the necessary documents.
- Pass an inspection.
- Receive a decision from the State Customs Service.
Starting April 20, 2026, customs brokers will be able to operate only under the new authorization rules. Businesses are advised not to delay in submitting the required documents to avoid a suspension of operations.
