A petition against taxation of parcels from abroad can be signed on the VR website

In response to Danylo Hetmantsev‘s bill that would tax all parcels from abroad, a petition calling for the idea to be abandoned has been posted on the Verkhovna Rada’s website. This was reported by "Komersant Ukrainian".
The authors of the petition express their categorical disagreement with the provisions of the document, as it places the burden of price increases on ordinary citizens.
“In the context of a full-scale war, when every Ukrainian family already bears the burden of higher prices for essential goods, utilities and the fight against inflation, the introduction of an additional tax burden on goods purchased from abroad is unreasonable and will entail negative financial consequences primarily for ordinary citizens,”
– the petition says.
The authors emphasize that the state budget should be filled primarily through strengthening the fight against corruption and effective detection of corrupt officials, exposing “gray” schemes, and not through an additional tax burden on ordinary citizens who are already in a difficult financial situation due to the war.
They point out that Ukrainian retailers often set prices for goods one and a half to two times higher than those abroad. For example, tactical equipment abroad is almost twice as cheap as in Ukraine. However, lawmakers want to deprive Ukrainian citizens of the opportunity to buy something cheaper.
“Instead of introducing restrictions on parcels from abroad, we urge the authorities to focus on regulating pricing in the domestic market of Ukraine and introducing an effective system of market price monitoring. This is what will encourage consumers to buy more goods in Ukraine, rather than creating artificial restrictions on purchases from abroad,”
– the petition says.
The authors of the petition demand that lawmakers:
- Not to support the draft laws No. 12429 of 20.01.2025 and No. 12430 of 20.01.2025, which provide for a reduction in the taxation threshold for low-value parcels from 150 euros to 0 euros until the end (lifting) of martial law.
- Initiate the creation of a working group to develop a balanced approach to the implementation of European norms after Ukraine’s victory.
- Develop and implement effective mechanisms to control pricing in the domestic market of Ukraine to ensure fair prices for consumers.

What does the draft law provide for?
Draft Law No. 12430 provides for the taxation of all parcels from abroad, regardless of their value.
According to the document, citizens will be able to receive goods worth up to 45 euros without VAT if these goods are sent by individuals, without commercial purposes and without payment. If the value of the parcel exceeds EUR 45, a 20% VAT will be charged.
In addition, goods purchased on international marketplaces and other similar platforms will be subject to VAT regardless of value. If the value of the goods exceeds 150 euros, they will also be subject to import duties.
One of the main points of the new draft law is the introduction of the possibility of paying VAT directly by suppliers of goods or through marketplaces that deliver goods to Ukraine. This will significantly simplify the VAT administration process and speed up customs clearance of parcels.
In addition, the MPs propose to introduce a new customs declaration for low-value goods, which will have similar data to the one used in the EU (customs declaration H7). At the same time, the current forms for declaring parcels will remain in force.
