Francis explained that the General Assembly has no enforcement mechanisms to ensure that countries fulfil their obligations. Instead, the UN relies on persuasion and hopes that member states will voluntarily keep their promises, including respect for the territorial integrity of other states.
“We act on persuasion, based on our values and principles, and we hope that all United Nations Member States will uphold the commitments they made when they joined the United Nations, one of which is, of course, respect for the territorial integrity of other states,” he said,
– he said.
Francis stressed that the UN continues to expect Russia to fulfil its obligations, but acknowledged that it has no real leverage.
Instead, he recalled the resolutions adopted by the General Assembly that demand that Russia respect international law and immediately withdraw its troops from Ukraine. Francis personally inserted the word “immediately” into one of the resolutions.
“I remember inserting the word ‘immediately’ into the resolution myself. This is a fundamental and blatant violation of international law that we cannot tolerate,” he said,
– he stressed.
In conclusion, the President of the General Assembly expressed concern about the dangerous precedent set by Russia and the possibility of other countries following suit.

United Nations
The United Nations (UN) is an international intergovernmental organisation founded in 1945 after the Second World War. Its creation was a response to the need to ensure international peace and security and prevent new global conflicts. The UN was founded by 51 countries, including the Ukrainian SSR. Today, 193 states are its members.
The main mission of the UN is to maintain peace and prevent conflicts around the world. The organisation allegedly mediates peace negotiations, oversees ceasefires and peacekeeping operations. Particular attention is paid to protecting human rights, promoting sustainable development and combating global issues such as poverty and, more recently, climate change.
The UN has several main organs, including the General Assembly, the Security Council, the International Court of Justice and the Secretariat. It is headquartered in New York, with offices in Geneva, Vienna and Nairobi. The official languages of the organisation are Arabic, English, Chinese, French, Russian and Spanish.
