A waterfront project worth hundreds of millions: Kharkiv announces a new tender for reconstruction

A tender has been announced in Kharkiv for the reconstruction of a section of the Lopanska Embankment. The estimated cost of the work is 109 million hryvnias.
The tender was announced on March 4 by the Department of Construction and Road Infrastructure of the Kharkiv City Council.
Information about the procurement has been published on the Prozorro system, reports "Komersant Ukrainian".
What is planned for reconstruction
This concerns the first phase of the Lopanska Embankment reconstruction project.
The project includes:
- the reconstruction of the Lopanska Embankment
- renovation of Lopanskiy Lane
- creation of a pedestrian zone
Work is scheduled to be completed by the end of 2027.
Only one company submitted a bid
Only one participant submitted a bid—the Scientific and Production Firm “Energy Saving Technologies.”
The process of determining the winner is currently underway.
According to the Kharkiv Anti-Corruption Center, a non-governmental organization, the total cost of reconstructing the entire waterfront could amount to approximately 255 million hryvnias.
Activists also note that a section of the pedestrian Lopanska Embankment was opened at the end of 2025.
How the authorities explain the costs
Mayor Ihor Terekhov stated that investments in urban infrastructure are necessary to keep residents in the frontline city.
According to him, the authorities aim to maintain normal life in Kharkiv even during the war.
“We don’t want to be a wasteland; we don’t want to be scorched earth… To prevent people from leaving frontline cities and communities, we need to provide them with better services,” the mayor said.
Who is responsible for the project
The Department of Construction and Road Infrastructure of the Kharkiv City Council is headed by Dmytro Lypovyi.
The company participating in the tender, the research and production firm “Energy Saving Technologies,” is owned by Kharkiv resident Anna Sarvilova.
Similar expenditures on urban improvements are occurring in other cities
In particular, the municipal association Kyivzelenbud previously commissioned the renovation of a park in Kyiv (Obolon District) for 65.22 million UAH.
The contract was awarded to Eurotechnologies Group.
