NABU conducts searches at MP Kaptelov’s place of residence over undeclared real estate in Moscow and his wife’s income from Russia

Detectives of the National Anti-Corruption Bureau of Ukraine conducted a search of the home of Roman Kaptelov, a member of the Servant of the People party, as part of an investigation into possible false declaration (part 2 of Article 366-2 of the Criminal Code), "Komersant Ukrainian" reports.

The basis for the opening of the proceedings was a journalistic investigation by Schemes, which dealt with undeclared Moscow real estate owned by the MP’s family, as well as the income of his wife, a Russian citizen, from a Russian state institution, Radio Liberty reports.

This is what the investigation found:

  • In the declaration, Kaptelov did not indicate that his wife and children live in Russia and own a share of an apartment in Moscow. Journalists estimated this share at about 6 million hryvnias.
  • Since December 2023, the deputy’s wife has been receiving a salary from the Moscow budgetary institution, the Association of Cultural Centers of the Southwestern Administrative District. In 2024, she earned over 700 thousand rubles (over 300 thousand UAH).
  • In addition, the woman conducted online trainings for Russians, the income from which was also not reflected in the MP’s declaration.

Searches and Kaptelov’s reaction:

The searches took place on June 17, 2025. Detectives seized the MP’s cell phone (iPhone 12 mini), despite his refusal to provide access to the device. Kaptelov explained that the phone contained information related to his parliamentary activities. The phone was sent for examination, and the HACCU ruling of July 1 seized it.

The journalists also found out that during 2022-2023, Kaptelov traveled abroad, in particular during the plenary sessions of the Rada, where his absence or non-voting was recorded. The trips coincided with his wife’s movements between Russia and Turkey. The deputy explained the trips by “official purpose” and “personal circumstances”, but did not provide supporting documents.

In a comment to Skhemy, Kaptelov said that he had declared everything required by law and that he did not know about his family’s Russian property. When asked about the potential risks associated with his family’s residence in Russia, the MP replied that this “does not affect his activities as a Member of Parliament.”
