NABU complains about underfunding: they say they need almost UAH 3 billion

The NABU needs almost UAH 2.9 billion to operate in 2026, but will receive less. This was reported by Glavkom, citing the Bureau’s response to the Access to Truth portal, as reported by "Komersant Ukrainian".

“The actual need for funds from the general fund of the state budget, declared by the National Bureau in Form 4 of the budget request for 2026 under KPCVK 6321010 “Ensuring the activities of the National Anti-Corruption Bureau of Ukraine,” amounts to UAH 2,883,208.4 thousand. At the same time, the maximum amount of expenditures for 2026, as communicated by the Ministry of Finance of Ukraine to the National Bureau, is UAH 2,546,565.4 thousand (88.3% of the requirement),” the NABU response states.

Meanwhile, as the publication points out, the state spends twice as much on the NABU’s work as the Bureau returns to the country’s budget as compensation for losses caused by corruption crimes.

In particular, while NABU’s funding reached UAH 1.88 billion in 2024, detectives managed to return less than half of that amount to the treasury.

“During 2024, this amount (of compensation) was:
– for the first half of the year – UAH 209.302 million;
– for the second half of the year – UAH 614.057 million,” Glavkom writes, citing NABU reports.

During the first half of 2025, the available reimbursements amounted to UAH 685.252 million, the Bureau added.

The cost of NABU

Overall, over the past six years, spending on the National Anti-Corruption Bureau has never decreased, but only increased.

In 2020, UAH 0.92 billion was allocated to NABU, and in 2021, UAH 1.07 billion (16.3%).

In 2022, despite the start of a full-scale war, spending on NABU increased by 15% to UAH 1.23 billion.

In 2023, UAH 1.26 billion (2.4%) was allocated to the Anti-Corruption Bureau, in 2024 — UAH 1.88 billion (49.2%), and in 2025 — UAH 2.18 billion.

Salaries at NABU

At the same time, salaries at NABU and SAPO are the highest among all law enforcement agencies in the country. They range from 70,000 to 250,000 hryvnia per month.

The salary of NABU Director Serhiy Kryvonos, for example, is over UAH 180,000 per month. His deputies earn approximately UAH 145,000. Department heads earn over UAH 100,000. Ordinary detectives earn an average of UAH 70,000.

Recall that, according to the results of plea agreements in NABU and SAPO cases, which were approved by the High Anti-Corruption Court, UAH 44 million was transferred to Serhiy Sternenko’s fund.
Lawyers see signs of corruption in such actions.
