MP Skorokhod imposed a preventive measure: what is known

The High Anti-Corruption Court has ruled on a preventive measure for MP Anna Skorokhod, whom the investigation suspects of incitement to bribery. This is a high-profile case of possible “sale” of sanctions to the National Security and Defense Council for a significant sum. This is reported by the Anti-Corruption Action Center, "Komersant Ukrainian" informs

What Anna Skorokhod is suspected of

According to the investigation, the MP allegedly offered a businessman to assist in the application of NSDC sanctions to a certain company in exchange for a bribe of $250,000.

The suspicion concerns incitement to provide an unlawful benefit, which means that the MP could have initiated a corruption scheme.

What measure of restraint did the HACC choose?

Skorokhod was granted bail in the amount of UAH 3 million 28 thousand.

This is significantly less than the UAH 10.5 million requested by the prosecutor.

In addition to bail, the court imposed a number of obligations on the MP

  • to appear when summoned by the investigator and the prosecutor’s office
  • not to leave the territory of Ukraine;
  • refrain from contact with witnesses and other suspects;
  • wear an electronic bracelet.

What is known about other defendants in the case

Two other people are involved in the case:

  • the deputy’s assistant,
  • and an alleged intermediary in the bribe transfer.

They were also previously granted bail.

The defense’s position

Anna Skorokhod’s lawyer said in court that the MP “does not admit her guilt” and is allegedly not involved in the incriminated actions.

What’s next?

After posting bail, Skorokhod will remain free, but under strict restrictions.

The investigation will continue to establish the role of each of the participants in the scheme, collect evidence and prepare materials for the potential transfer of the case to the court on the merits.

How the scheme worked

The investigation has established that the MP organized a group that was engaged in extortion of illegal benefits. She was the “guarantor of the deal” and coordinated the actions of her accomplices.

According to the investigation, the MP and her accomplices offered $250,000 to an entrepreneur for imposing NSDC sanctions on a competitor’s company.

Law enforcement officers found out that when the “client” handed over a part of the amount – $125,000 – he was assured that the money would be handed over to NSDC officials.

The accomplices asked the businessman to write a receipt stating that he had allegedly borrowed the money from them.

However, the investigators found that no one transferred the money to anyone in the National Security and Defense Council. The organizers of the scheme did not find a single official who would have agreed to join the fraud. Thus, the group actually only imitated the influence on high-ranking officials.

What we know about Anna Skorokhod

Anna Skorokhod is a Ukrainian MP elected in 2019 from the 93rd constituency (Kyiv region).

She was born in the Kyiv region. She graduated from the Kyiv National University of Culture and Arts and the National Academy of Internal Affairs.

In 2019, Skorokhod was elected as a member of the Servant of the People party. After entering the parliament, she joined the Servant of the People faction and worked in the Committee on Energy and Housing and Communal Services.

In 2019, Skorokhod accused the authorities of detaining her husband, Oleksiy Alyakin, because of her vote against the faction’s position. Skorokhod linked the detention to the fact that she had voted against the draft law on opening the land market in the first reading.

At the same time, the head of the faction, David Arakhamia, accused Skorokhod of offering bribes. In addition, Arakhamia claimed that Skorokhod was lobbying the interests of “specific oligarchic groups” in the Rada. He warned that he would initiate her expulsion from the parliamentary association.

In response to Arakhamia’s accusations, Skorokhod said that MPs allegedly receive $5,000 in envelopes.

Then the Servant of the People faction decided to expel Skorokhod from its membership. After that, she became a member of the Party for the Future parliamentary group.
