MPs want to divide entrepreneurs into 5 new categories

Members of the Verkhovna Rada propose to divide entrepreneurs into 5 new categories based on a segmental approach, as opposed to the sectoral approach that is currently used. This was reported by the press service of the Verkhovna Rada Committee on Economic Development, "Komersant Ukrainian" reports

It is planned that instead of the existing sectoral division, the authorities will introduce a segmental one. Entrepreneurs may be divided into self-employed, platform-employed and family businesses.

The following 5 categories of economic entities are proposed:

  • self-employed (ITE – individual labour activity, IPA – independent professional activity);
  • platform-employed (interacting with digital platforms);
  • family entrepreneurship;
  • micro entrepreneurship (microbusiness);
  • small entrepreneurship (small business).

All of the above categories of economic entities belong to the generally recognised SME sector (micro, small and medium-sized businesses).

According to the initiators of this process, the purpose of the changes to the regulatory framework for doing business is to provide certain categories with additional preferences.

This should apply to such categories as the self-employed, platform workers and family businesses.

The working group on modernising legislation in the micro and small business sector will continue to work on this idea.
