Nasirov gets 6 years in prison, but may avoid punishment: what is known

The High Anti-Corruption Court (HACC) has found former head of the State Fiscal Service Roman Nasirov guilty in a case of making illegal decisions in favor of companies owned by former MP Oleksandr Onyshchenko. This is reported by "Komersant Ukrainian" with reference to the broadcast of the hearing.

According to the court’s decision, Nasirov was sentenced to six years in prison, a fine of 17,000 hryvnias and a ban on holding public office for three years.

He was taken into custody right in the courtroom – the verdict has not yet entered into force.

What Roman Nasirov was convicted of

According to the investigation, in 2015-2016, the then head of the SFS, acting in the interests of MP Oleksandr Onyshchenko, illegally signed decisions on installment payments of rent for a number of his companies.

These actions allowed Onyshchenko’s companies to evade paying taxes for the use of subsoil for gas production.

According to the prosecution, the state lost about UAH 2 billion.

The accomplice also received a term

Along with Nasirov, his accomplice Volodymyr Novikov was also tried in the case.

The HACC found him guilty and sentenced him to four years in prison, a fine of UAH 17,000 and a ban on holding public office for three years.

He was also taken into custody in the courtroom.

nasirov’s “mobilization”

on April 9 this year, Nasirov’s defense asked the court to suspend the trial due to the defendant’s mobilization. The basis for his enrollment in a military unit was a certificate of passing the military medical commission dated January 30, 2025.

However, a day later, the Armed Forces of Ukraine canceled the decree on the mobilization of the official, noting that the issued draft order was illegal.

onyshchenko’s “gas case”: a brief summary

In 2017, the NABU served Roman Nasirov with a notice of suspicion of abuse of power. According to the investigation, in 2015-2016, he helped companies owned by Oleksandr Onyshchenko, a member of parliament of two convocations and a defendant in another high-profile corruption case, to evade taxes.

Investigators believe that this allowed the companies to avoid paying rent for the use of subsoil and withdraw money from the budget.

As a result, the state suffered losses of UAH 2 billion.

What will happen next

The defense of the former head of the SFS may appeal the verdict.

If the HACCU Appeals Chamber upholds the decision, Nasirov will serve his actual sentence in a general regime colony.

The HACC Appeals Chamber has until mid-April 2026 to consider possible appeals.

If the decision does not come into force by then, Nasirov may avoid punishment due to the expiration of the statute of limitations.
