The National Bank has tightened supervision over the non-banking sector: one company was deprived of its license, another was given a deadline to correct its mistakes

The National Bank of Ukraine has applied enforcement actions to two non-bank financial companies. Light Finance LLC lost its license to operate as a financial company, and FC Svarog Finance LLC was ordered to eliminate violations and bring its activities in line with the law. This is stated in a message on the website of the National Bank of Ukraine, "Komersant Ukrainian" reports.

Why the NBU revoked the license

The decision on Light Finance was made due to systematic violations of the regulator’s requirements. For the second time in a year, the company failed to submit documents and reports on time, in particular for September and nine months of 2025. Similar violations have already been recorded before: in October, the NBU demanded that the company correct the deficiencies by November 10, but the company did not do so.

What is wrong with Svarog Finance?

A milder measure of influence was applied to FC Svarog Finance. The NBU recorded a violation of the prudential requirement for the leverage ratio as of October 1, 2025. The company must eliminate the deficiencies and bring its activities in line with the law by January 5, 2026.

Who made the decision

Both decisions were made by the NBU’s Committee on Supervision and Regulation of Non-Banking Financial Services Markets on December 15, 2025.

In recent months, the regulator has tightened its control over the financial market. The NBU has already revoked licenses from other financial companies, fined institutions for violating consumer lending rules, and imposed significant sanctions on banks for financial monitoring deficiencies.

For Light Finance, the decision means that it will cease to operate as a financial company. “Svarog Finance has a limited time to comply with the regulator’s requirements, otherwise the National Bank may impose harsher sanctions.
