“National Cashback breaks records, and Ukrainians buy domestic products en masse

In July, Ukrainians purchased a record UAH 5.07 billion worth of locally produced goods as part of the National Cashback program, the largest amount in a month since the program’s launch. This is reported by "Komersant Ukrainian" with reference to the press service of the Ministry of Economy.
For these purchases, the state paid UAH 507 million in cashback to 3.6 million program participants who accumulated more than UAH 2 in cashback and activated their cards for payments in the Diia app.
“In July, Ukrainians purchased a record UAH 5.07 billion worth of goods registered in the program. This is more than 66% of the total amount they spent in September-December last year. We see how the program is gradually changing consumer behavior in favor of Ukrainian goods, in particular, the demand for cashback products is growing. At the same time, the program supports legal business: it operates exclusively in non-cash form, which contributes to the de-shadowing of the economy.”
– said Andriy Teliupa, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
History and results of the program
The National Cashback program was launched in test mode on September 2, 2024, and officially launched on October 11, 2024.
Since the launch of the program, the state has supported the sale of Ukrainian goods worth about UAH 40 billion, of which UAH 32.4 billion has been received since the beginning of 2025. Accordingly, the program participants have already received about UAH 4 billion of National Cashback.
The funds received under the program can be spent until the end of 2025 on utilities and other services, books and medicines registered in the program. The funds can also be donated to charity, to buy military bonds, or to the Armed Forces.

How does the program work?
Currently, a cashback of 10% is awarded for purchases of about 400 thousand Ukrainian-made consumer goods registered in the program, including food and beverages, building materials, clothing, footwear, cosmetics, household chemicals, hygiene products, furniture, household goods, pet supplies, and others.
In order for cashback to be credited, you must purchase these goods at participating retail outlets. You can check the product using the barcode scanner in the Diia app. To do this, select National Cashback in the Services section.
Any manufacturer of consumer goods, except for excisable goods, can join the program. The main requirement is that production facilities must be located in Ukraine and the product must have a unique barcode.
The program involves leading national retail chains, pharmacies, gas stations, as well as a significant number of regional chains and individual stores.
How can a consumer join the program?
- Apply through the website or mobile application of one of the 20 banks participating in the program.
- Identify the cards you use to pay for purchases and give the bank permission to transfer information about transactions on these cards to participating stores for cashback accrual.
- Open a physical or virtual National Cashback card to which cashback under the program will be credited.
- In the Diia app, in the Services section, select the National Cashback card of the bank where you issued the card.
Important!
To receive cashback, you need to pay for purchases with the cards that were specified during registration in the program.
National cashback funds are not taxed and are not taken into account when granting subsidies and benefits. You cannot withdraw funds in cash or transfer them to another bank card.
