“National Cashback.” The government has updated the program

The Cabinet of Ministers has approved a new model for the “National Cashback” program. Starting March 1, buyers will be able to receive 5% or 15% cashback on purchases of Ukrainian-made goods, depending on the share of imports in this category. Previously, cashback was 10%.
This was reported by the press service of the Ministry of Digital Transformation, according to "Komersant Ukrainian".
They said that 15% cashback will be calculated for Ukrainian goods in categories where imports in the consumer basket exceed 35%. These include cosmetics, stationery, clothing and footwear, pet products, and certain foods (hard and soft cheeses, some types of pasta and cereals).
At the same time, 5% cashback will be credited for Ukrainian goods in categories where imports in the consumer basket are less than 35%. These include bread, meat, dairy products (except cheese), eggs, oil, vegetables, fruits, fish, canned goods, sweets, snacks, beverages, sauces, as well as medicines and garden products.
Until March 1, a single rate of 10% will continue to apply to all goods under the program.
According to the government, 4.9 million active users have joined the program in the year and a half since its launch, and the total volume of purchases of Ukrainian goods has exceeded UAH 63 billion.
“We see that cashback influences consumer behavior —more Ukrainians are choosing Ukrainian products. From March 1, we are moving to a more precise and flexible approach: differentiated cashback will increase demand for Ukrainian goods where there is a significant volume of imports and there is potential to replace part of it with local goods – without increasing the overall budget of the program,” said Oleksiy Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.
In November 2025, the Ministry of Economy updated the list of goods and services on which money accumulated under the National Cashback program can be spent. Mobile communications, cinema, and catering establishments have been removed from the list.
The National Cashback program has been in effect since September 2, 2024. Buyers receive compensation of 10% of the cost of Ukrainian goods they purchase — those marked “Made in Ukraine” in a special format. The money should be received monthly, after the 20th.
Cashback is provided for Ukrainian-made goods, including medicines and medical products. Cashback will not be credited for excise goods. Participation in the program by buyers, manufacturers, and sellers is voluntary, so the store will inform the buyer whether there is cashback for a specific product in a specific store. This can also be checked on the program’s website,” according to the Ministry of Economy’s website.
Cashback money can be spent, in particular, on utilities. This program is also intended to support manufacturers — the Ministry of Economy predicts an increase in demand for Ukrainian goods and, consequently, the creation of new jobs.
The Cabinet’s resolution of November 7, 2025, states that the amount allocated for the National Cashback program has been increased by 37 million hryvnia. At the same time, the government has reduced funding for compensation for the cost of domestic equipment.
The redistribution means that 37 million hryvnias have been transferred from the program of partial compensation for the cost of domestic machinery and equipment to a program that provides direct cash assistance to consumers for the purchase of goods produced in Ukraine.
The total amount allocated for both programs, 2.6 billion hryvnia, remained unchanged.
