The government has approved requirements for schools located at a safe distance from the front line. This was reported by "Komersant Ukrainian" reports with reference to the The Ministry of Education and Science of Ukraine.

This resolution defines the requirements for creating protected spaces in educational institutions. These are rooms on the basement, ground, and first floors where people can temporarily stay to protect themselves from hazards and weapons during an air raid.

To ensure that students have safe conditions for full-time education, the Procedure defines the requirements for the arrangement of protected spaces, including

  • the location of the space in or close to the main building of the educational institution (recommended up to 100 m);
  • protected spaces cannot be arranged next to tanks with hazardous chemical, flammable, combustible and explosive substances;
  • water supply and sewerage lines, other main engineering communications (except for intra-building engineering networks) do not pass through the protective space;
  • spaces cannot be negatively affected by ground, surface, process or waste water;
  • the premises have a flat floor suitable for installing benches and other places for sitting and lying down;
  • spaces are provided with power supply and artificial lighting;
  • no flammable, chemically hazardous substances are stored in the premises;
  • the premises are in satisfactory sanitary and fire safety condition (in accordance with fire and sanitary regulations);
  • are equipped with at least two emergency exits, one of which may be an emergency exit (in case of a capacity of less than 50 people and a distance of no more than 25 m from the farthest point of the premises to the exit, one emergency exit is allowed);
  • adapted for free access by persons with disabilities and other low-mobility groups (for educational institutions where such children study).

Within one month from the date of entry into force of the resolution, the CMA and local self-government bodies must develop and approve an action plan for the arrangement of civil protection facilities for the period until the end of 2027 and ensure its implementation.

The ministry emphasises that this is a temporary solution so that students can study full-time during air raids.
