Nayem complains that salaries at the Recovery Agency are too low

Mustafa Nayem, head of the State Agency for Infrastructure Reconstruction and Development, said at the Reconstruction of Ukraine conference that the agency faced an outflow of staff due to a significant reduction in civil service salaries. This was reported by Ekonomichna Pravda, according to Komersant ukrainskyi ![]()
“We have a specialist who mostly signs construction estimates and allocates funds for a builder in the amount of 22 thousand hryvnias, but receives 16 thousand hryvnias himself. In the regions, the situation is even worse – a specialist now receives UAH 7.2 thousand,”
– Nayem said.
According to the head of the agency, these specialists take on a lot of responsibility, signing estimates for “tens and hundreds of millions of hryvnias”.
“We have specialists leaving the civil service, we are losing a huge number of specialists with skills. I do not understand where to get them later,”
– summed up the Head of the Agency.
It should be noted that the decision to dismiss Mustafa-Masi Nayem, the Head of the State Agency for the Restoration and Development of Infrastructure of Ukraine, from his position was also made at the highest political level.
Questions about the work of the State Agency for the Restoration and Development of Infrastructure of Ukraine, headed by Mustafa Nayem, have been raised after the Russians destroyed the Tripillya thermal power plant in Kyiv region in a massive missile and drone attack on the night of 11 April, and Centrenergo lost 100% of its generation. The State Agency for the Restoration and Development of Infrastructure is partly responsible for security at Ukrainian energy facilities. However, the agency reported that it is building protective structures for 22 Ukrenergo power substations. The agency is not involved in the construction of protective structures at Centrenergo’s facilities, including the Tripoli TPP.
Nevertheless, the Verkhovna Rada is waiting for Kubrakov and Nayem’s reports, but the political decision to dismiss them has already been made.

Mustafa Masi Nayyem: born on 28 June 1981 in Kabul, Afghanistan. He became known as a journalist and blogger. Member of the Verkhovna Rada of Ukraine of the VIII convocation.
