NACP names parties that ignore the law: pro-Russian ones among them

The National Agency for the Prevention of Corruption has published a list of political parties that have not submitted financial statements for the second quarter of 2025. Among them are the banned Opposition Platform – For Life, the Communist Party of Ukraine, and the Shariy Party. According to the NACP press service, more than 130 political parties failed to submit, "Komersant Ukrainian" reports

Among those who did not submit reports are political forces banned for pro-Russian activities, including:
- “Opposition Platform – For Life (case No. 757/27632/25-p),
- “Socialists (case No. 757/13201/25-p),
- “Shariy’s Party (case No. 761/7403/25).
The National Agency explained that even banned parties are obliged to comply with the current legislation.
Why do even banned parties have to report?
According to the Law of Ukraine “On Political Parties”, the prohibition of a political party does not mean its automatic liquidation as a legal entity. The party continues to exist in the legal field until the procedure for its termination is completed in the Unified State Register of Legal Entities.
“Reporting is not about political activities, but about property, income, expenses and financial liabilities,” the NACP explains.
Such reporting is necessary to prevent concealment of property or misuse of funds, especially those received from public funding.
What are the consequences for failure to submit a report?
Failure to submit reports is punishable under Art. 212-21 of the Code of Ukraine on Administrative Offenses (CAO). This includes a fine of 300 to 400 non-taxable minimum incomes, i.e. from UAH 5,100 to 6,800.
The NACP is obliged to publish the list of violators within 10 days after the deadline for submitting reports. Currently, this information is published in the POLITDATA Register, where the reports are checked for completeness and accuracy.
Does submission of the report restore the party’s activity?
No, it does not. Submitting a report does not mean resumption of political activity or legalization of a banned party. This is only an obligation that is valid until the legal entity is officially liquidated.
