The average salary in Ukraine: where do they pay the most

The average salary of full-time employees in Ukraine in July 2025 amounted to UAH 26,499.

This is reported by "Komersant Ukrainian" with reference to the report of the State Statistics Service.

According to the State Statistics Service, the highest level of average salary last month was recorded in Kyiv – UAH 40,546. The lowest income was in Chernivtsi region – UAH 19,202.

The highest salaries were recorded in the following industries:

  • Information and telecommunications – UAH 67,222
  • Financial and insurance activities – UAH 55,994
  • Professional, scientific and technical activities – UAH 34,068
  • Traditionally, high incomes were also reported in the public administration and defense sector – UAH 33,896.

Salaries above the average were also paid in wholesale and retail trade (UAH 31,424), industry (UAH 29,063), and transport, postal and courier services (UAH 26,612).

At the same time, average salaries in real estate and construction were lower than the national average, at UAH 22,6987 and UAH 22,775, respectively.

In addition, the average number of full-time employees in Ukraine in July 2025 amounted to 5.368 million people, and the payroll of all employees amounted to UAH 150.361 billion.

The State Statistics Service noted that the average salary data does not take into account the situation in the temporarily occupied territories and in the combat zone.

As a reminder, Ukraine provides for social pensions for those who are not eligible for traditional payments due to the lack of the required insurance record. The amount of such payments may increase as early as 2026.
