The NBU wants to change the rules for collecting and transporting currency. What is being proposed?

The National Bank of Ukraine proposes to update the procedure for organizing the collection and transportation of currency valuables. According to the NBU press service, as reported by "Komersant Ukrainian"

“This is due to the need to take into account the requirements of the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Regarding the Development of Financial Inclusion in Ukraine” and to ensure compliance with the requirements of European Union legislation,” the statement said.

In particular, the National Bank proposes to extend the requirements for the organization of cash collection and transportation of currency values, which apply to banks, to the financial inclusion bank and its commercial agents (its divisions).

In addition, the regulator intends to:

  • define the conditions under which customers have the right to affix a simple electronic signature on accompanying documents during the collection and transportation of valuables;
  • clarify the forms of the accompanying cash order to the bag with valuables for the transportation of other valuables;
  • provide for the possibility of equipping operational vehicles with special pictograms, taking into account the provisions of Regulation (EU) No. 1214/2011 of the European Parliament and of the Council of November 16, 2011;
  • to determine the forms of annual reporting for banks and legal entities that have obtained a license to conduct cash transactions and carry out activities related to the collection of funds and the transportation of currency and other valuables, based on the results of their activities related to the collection of funds and the transportation of currency valuables.

“The relevant changes are contained in the draft resolution of the Board of the National Bank of Ukraine “On Approval of Amendments to the Instructions on the Organization of Cash Collection and Transportation of Currency Values by Banks in Ukraine” (hereinafter – the draft resolution), which is proposed for discussion,” the National Bank reported.

It is expected that its provisions will apply to banks, financial inclusion banks, and legal entities that have obtained a license to conduct cash transactions and are engaged in the collection of funds and transportation of currency and other valuables. As of March 1, 2026, 20 banks and 10 relevant legal entities were operating in the cash collection services market.

As a reminder, two Oschadbank cash collection vehicles with seven employees were detained on March 5 in Hungary along with $40 million, €35 million, and 9 kg of bank gold.

Oschadbank is demanding the return of its property. The bank noted that the transport was carried out under an international agreement with Raiffeisen Bank Austria, the cargo was cleared in accordance with European customs procedures, and the bank has a valid license for international transport.
