NBU strengthens cyber control: six banks will be inspected in 2026

In 2026, the National Bank of Ukraine plans to inspect six banks for information security, cybersecurity, and the provision of qualified electronic trust services. This was reported by the regulator’s press service, "Komersant Ukrainian" reports.
The inspections are envisaged by the NBU’s Inspection Plan for 2026 and will be part of a broader course to strengthen the digital and operational resilience of the banking system.
Who will be inspected and when
According to the published schedule, the inspections will take place in stages throughout the year:
- Q1 – JSC Kredobank
- II quarter – JSC OTP Bank and JSC Oxi Bank
- III quarter – JSC “Bank Credit Dnipro”
- IV quarter – JSC Bank Ukrainian Capital and JSC Ukrsibbank
What exactly will the regulator check
The National Bank notes that the inspections will cover the following issues:
- information security
- cyber defense,
- provision of qualified electronic trust services.
The inspections will be conducted based on the information already available to the NBU about the work of banks, including events, risks and incidents, as well as the scale of their activities and the range of financial services.
The planned inspections will assess the extent to which banks are prepared for cyber threats
In the context of war and the growing number of cyberattacks, the financial sector remains one of the main targets for attackers. Therefore, the regulator is increasingly focusing not only on the financial performance of banks, but also on their digital resilience and ability to protect customer data.
The planned inspections are intended to assess how prepared banks are for cyber threats and whether their systems meet current security requirements.
In 2025, the NBU returned to the pre-war practice of stress testing banks using two macroeconomic scenarios – a baseline and an adverse scenario. The tests were conducted on 21 financial institutions, which account for more than 90% of the assets of the Ukrainian banking system.
