The NBU has blocked financial and currency transactions through Obmin24 and X-Change

The National Bank of Ukraine has decided to ban the activities of trading in currency values and providing financial payment services to OBMIN24 FC LLC and X CHANGE FC LLC.
This was reported by "Komersant Ukrainian" with reference to the NBU press service.
According to the report, the same ban applies to other persons who are under significant, decisive influence on the management or activities of the ultimate beneficial owners Nesterov Gennady Alekseevich and Shaparenko Svetlana Mikhailovna, who provide services using the Obmin24 and X-Change Internet services and/or in the Obmin24 and X-Change branded branches.
The ban applies to all transactions carried out through the Internet services and the network of Obmin24 and X-Change branded branches.
In the course of its supervisory activities, the NBU found that
- none of the above companies had the appropriate licenses from the NBU to carry out financial services activities;
- through Internet services and a network of branches, LLC FC OBMIN24 and LLC FC X CHANGE actually carried out transactions that contain signs of money transfer services without opening an account and trading in currency values;
- the services of Obmin24 and X-Change were systematically promoted through advertising campaigns (including in the language of the aggressor state), which focused on the possibility of avoiding regulatory restrictions when trading in currency and making transfers;
- legal and economic signs indicating that these legal entities and services are related were identified.
Based on the Laws of Ukraine On Financial Services and Financial Companies and On Payment Services, the NBU Board
- recognized the services provided to individuals and legal entities using the Obmin24 and X-Change Internet services and/or in the Obmin24 and X-Change branded branches as containing features of financial payment services and financial services for trading in currency values;
- classified FC OBMIN24 LLC and FC X CHANGE LLC, which provide services using the Obmin24 and X-Change Internet services and/or in Obmin24 and X-Change branded branches, as persons providing payment services without proper authorization (without a license and/or registration);
- prohibited FC OBMIN24 LLC, FC X CHANGE LLC and other persons whose activities are influenced by the ultimate beneficial owners of these companies from providing such services using the Obmin24 and X-Change Internet services and/or in the Obmin24 and X-Change branded branches.
The decision was made on the recommendation of the Committee on Supervision and Regulation of Banks, Overseas Payment Infrastructure, and the Committee on Supervision and Regulation of Non-Banking Financial Services Markets dated November 17, 2025.
The NBU urges individuals and businesses to be cautious. Before conducting financial transactions, be sure to check whether the institution has the appropriate authorization from the NBU and a valid license. This can be checked on the official website of the NBU.
