The NBU purchased premium Hyundai minivans for more than UAH 5 million: why the tender was held without competition

The National Bank of Ukraine has purchased two all-wheel drive Hyundai Staria minivans in the maximum configuration. The contract is worth UAH 5.33 million, Nashi Hroshi reports , citing the Prozorro system, "Komersant Ukrainian" reports.
The cars are to be delivered to Kyiv within a month.
Details of the procurement
- Model: Hyundai Staria 2.2 CRDi 8AT 4WD, 2025, in 7-Top configuration.
- Price: uAH 2.67 million for each.
- Equipment:
- diesel engine, automatic transmission;
- video monitoring system for blind spots;
- front and side airbags, safety curtains;
- climate control, heated seats in two rows;
- bOSE premium acoustics (11 speakers, amplifier, subwoofer);
- surround view system, front and rear parking sensors.
In addition, the supplier undertook to provide a set of winter tires and a driver’s kit.
Tender without competition
The dealer Avtobereg LLC, which received the contract, was the only bidder. The owner of the company is Oleksiy Kondrachuk from Kyiv.
For comparison, a minivan in this configuration costs about UAH 2.59 million without additional equipment in Hyundai showrooms.
As a reminder, in July 2025, the State Bureau of Investigation ordered four special vehicles based on Hyundai Staria from Edem Auto. At that time, each of them cost UAH 2.16 million, but had a simpler configuration with 9 seats.
The procurement of expensive cars by government agencies has repeatedly raised questions in society, especially in times of war and budget deficit.
What’s next
The NBU has not publicly explained what exactly these cars are purchased for. The tender conditions and lack of competition may be subject to additional scrutiny by civil society organizations and anti-corruption agencies.
