Not only real estate, land and cars: what is so special about MPs’ declarations?

Members of the Verkhovna Rada have submitted their declarations for 2024. And in addition to the traditional real estate, land plots and car fleets, they have also listed more original items in their declarations. The CHESNO movement has examined the relevant sections of the declarations on valuable property, "Komersant Ukrainian" reports.

Experts found some unusual but rather expensive items in the declarations.

For example, the head of the Servant of the People faction, David Arakhamia, declared the right to use a modular building for free and indicated that it cost 2.5 million hryvnias.

Instead, Hryhoriy Surkis, an MP from the now-banned pro-Russian party OPFL, declared an equally interesting item. He bought a composition with elements of aviation weapons for 600 thousand hryvnias.

Not related to valuable property, but no less interesting is the update in the declaration of MP Vladlen Neklyudov from the Servant of the People faction. He won almost 250 thousand hryvnias on sports betting. The MP reported this in his declaration for 2024 in the income section as a “prize.” He is the only MP who reported earnings from betting or casinos last year.

Last year, MPs were also preparing for possible blackouts, which is why solar panels and their components appear in their declarations.

For example, Maryna Poroshenko, the wife of the fifth president and leader of the European Solidarity opposition party, purchased a whole complex with battery modules, controllers for them, and the solar panels themselves. The total cost of the purchase is 3 million hryvnias.

Instead, Valeriy Zub, a majoritarian MP from the Servant of the People party, declared a hybrid power supply system based on photovoltaic modules for almost 500,000 hryvnias.

A grid-tied photovoltaic station was purchased by a representative of the same faction, Mykhailo Novikov, but for “only” 120 thousand. And Vasyl Nimchenko, a deputy from the now-banned pro-Russian party OPFL, equipped his roof with solar panels for 280,000 hryvnias.

Not all MPs’ assets are available to the public

Overall, the NACP website contains updated declarations of 387 out of 400 MPs. The declarations of eight MPs are not displayed for public access.

The CHESNO Movement reminds that during the martial law, the register of declarations conceals data (including for previous years) on those MPs and civil servants who serve in the military or have other security reasons for closing their information.

Among these MPs are Serhiy Rudyk of the For the Future party, Svyatoslav Yurash, Vyacheslav Rublev, Valentyna Korolenko-Usova, Lada Bulakh, Sofia Fedyna of the EU party, Lyudmyla Buymister, a non-factional MP, and Yevhen Shevchenko, a suspected high treason officer who claimed to be a member of the GUR at the beginning of the invasion, although this was later denied.

Several other MPs do not care about declarations at all

According to a study by the CHESNO movement, five MPs did not submit their annual declarations. Among them are Oleksandr Dubinskyi, a former “servant” who is now unaffiliated, and Nestor Shufrych and Oleksandr Ponomaryov, members of the banned pro-Russian party OPFL. All three are in jail as defendants in treason cases.

There is also no declaration for the past year from the non-factional MP Viktor Bondar, who was served with a suspicion notice by the NABU and the SAPO in the case of misappropriation of Ukrzaliznytsia funds at the beginning of the year and was sent to custody by the court on February 14.

In addition, the declaration was not filed by the “servant” Andriy Odarchenko, who illegally crossed the border to Romania last September and has not appeared in the Verkhovna Rada since.

It is noteworthy that three other MPs who are on the wanted list and hiding abroad have submitted fresh annual declarations. These are Artem Dmytruk, Yaroslav Dubnevych and Serhiy Shakhov.

Among other fugitive MPs, Oleksandr Kunytskyi, who did not return from a business trip abroad in September, and even Fedir Khrystenko, who has been skipping parliamentary sessions for three years in a row, have also filed declarations.

NACP is already actively checking declarations

In March 2025, the National Agency for the Prevention of Corruption (NAPC) completed 73 full audits of declarations selected on a risk-based approach.

Violations were found in 38 declarations, or 52% of the completed declarations. In particular, signs of false information were found in 36 declarations for more than UAH 222 million. In addition, two declarations revealed signs of unreasonable assets worth over UAH 12 million.

In March 2025, 45 substantiated conclusions were sent to the competent authorities on the detection of signs of a corruption or corruption-related offense, which is subject to criminal liability under Article 366-2 of the Criminal Code of Ukraine “Declaration of false information”.

Among all completed full audits of declarations, violations were found in declarations submitted by representatives of

– local self-government bodies – in 55 cases (including 34 local council deputies, 14 regional council deputies; one deputy head of the regional council, two heads of city councils and one head of a village council, one deputy mayor and two employees of city councils’ staff)

– representatives of oblast and district state administrations – 4;

– employees of the National Police – 9;

– representatives of the judiciary – 3 (including one judge);

– state-owned enterprises – 5;

– pre-trial investigation bodies – 2;

– legislative bodies – 2 MPs;

– military medical commissions – 1;

– territorial centers of recruitment and social support – 5;

– medical and social expert commission – 4;

– customs and Tax Service – 6 (three customs officers and three tax officers).
