They did not switch off the electricity: State Inspectorate reports numerous violations by regional power companies

The State Energy Supervision Service of Ukraine has conducted inspections of the application of hourly outage schedules (HOS) and fair distribution of electricity by regional power companies in 6 regions. The inspections revealed numerous violations, "Komersant Ukrainian" reports, citing the State Energy Supervision Agency.
Currently, inspectors have checked the situation in Vinnytsia, Dnipro, Zhytomyr, Ivano-Frankivsk, Kirovohrad and Odesa regions.
The inspections revealed violations – the maximum possible even distribution of consumption reduction among consumers was not ensured. It was also found that not all consumers who do not belong to the critical infrastructure category were included in the hourly outage schedules.
Most violations were found in Dnipro and Zhytomyr regions.
“Moreover, in Zhytomyr region, employees of Zhytomyroblenergo JSC created obstacles to the work of the State Energy Supervision Service inspectors by preventing access to the control rooms of some DSO structural units,
– the State Energy Supervision Service noted.
In Dnipropetrovs’k region , there was a several-fold increase in the timeframe for applying the HPS and the number of queues that were not applied according to the developed plan. Some consumers were supplied with power later than the deadline set by the DSO, so the blackouts lasted more than 7 hours.
In Dnipro, Kamianske and Kryvyi Rih , the approved hourly outage schedules are not fully implemented. Also, not all consumers are involved in the HSS.
In Zhytomyr region, there have been numerous cases of non-compliance with the commands of Ukrenergo’s dispatchers to introduce the LMP. Duty dispatchers at substations systematically failed to disconnect all the queues and connections of the queues connected to the GDS in full. The operational logs of the substations on duty contain untrue information. In addition, the official website of the oblenergo constantly provides inaccurate information on the frequency and duration of the use of each stage of the GDS, the timing of interruptions in the supply of electricity to settlements, individual residential areas and streets.
Based on the results of the inspections, the companies were ordered to eliminate the violations within a week. After that, repeated inspections of these DSOs will be carried out. In case of failure to comply with the issued instructions, the DSOs will be subject to fines.
Starting from 22 July, the State Agency for State Regulation in Energy and Utilities will start inspections in Kyiv, Kyiv, Poltava, Lviv, Zakarpattia and Zaporizhzhia regions.
Earlier it was reported that the State Energy Supervision Service would check the “fairness” of the blackout schedules.
The situation in the Ukrainian energy sector

In particular, DniproHES and other Ukrainian energy facilities were hit. Since then, Russia has been regularly shelling Ukrainian energy infrastructure.
For example, the Russians destroyed the Trypillia and Zmiiv thermal power plants, causing Centrenergo to lose 100% of its generation. Also, 5 of DTEK’s 6 thermal power plants were severely damaged.
After that, power outages started again in Ukraine, Ukrenergo introduced blackout schedules and the government raised electricity tariffs by 60% at once.
At the same time, the Cabinet of Ministers decided to build two new units at the Khmelnytsky N PP and has already received the approval of the relevant parliamentary committee. The Razumkov Centre has criticised these plans, but some experts believe that only traitors or scoundrels are against the construction of nuclear power plants today.
