Illegal enrichment: court does not dismiss AMCU Head Kirilenko from office

Judges of the High Anti-Corruption Court refused to remove from office Pavlo Kyrylenko, the head of the Antimonopoly Committee of Ukraine, who is accused of illegal enrichment of more than UAH 72 million and false declarations. This was reported by the Specialized Anti-Corruption Prosecutor’s Office, "Komersant Ukrainian" reports

This court decision is not subject to appeal.

At the same time, the court granted another request of the prosecutor and imposed the following obligations on the accused

  • to appear at every request of the prosecutor and the court; not to leave Ukraine without the permission of the court
  • to notify the court of any change of residence;
  • refrain from communicating personally and through other persons with witnesses in the case regarding the circumstances set forth in the indictment;
  • to deposit his/her passport(s) for traveling abroad and other documents entitling him/her to leave and enter Ukraine, except for the passport of a citizen of Ukraine, with the State Migration Service of Ukraine.

The term of his duties is until October 11, 2025.

What is known about the case of Pavlo Kyrylenko, the head of the AMCU

1. SAPO and NABU charges
The Specialized Anti-Corruption Prosecutor’s Office has sent an indictment to the court against Pavlo Kyrylenko, the head of the Antimonopoly Committee of Ukraine, for illicit enrichment worth more than UAH 72 million and providing false information in declarations.

2. Assets subject to verification
In the period from 2020 to 2023, from the declared position of the head of the Donetsk Regional Military District Administration, Kyrylenko acquired:

7 apartments in Kyiv and Uzhhorod with a total area of 688.5 m²

A house near Kyiv (220 m²) and two land plots

2 garage boxes, 6 parking spaces, 3 non-residential premises (~190 m²)

A BMW X3 car.

This property was registered in the name of his wife’s relatives, and the difference between the value of the property and his official income is about UAH 72 million.

3. Case chronicle

March 2024 – NABU opens proceedings on the grounds of illicit enrichment and falsification of declarations, following the Schemes investigation.

august 14, 2024 – suspicion is served (UAH 56 million, later updated to UAH 72 million).

august 28, 2024 – the HACC refused to arrest, set bail at UAH 30.28 million, ordered to wear an electronic bracelet and hand over passports.

December 2024 – completion of the pre-trial investigation, the indictment is sent to court.

June-July 2025 – the SAPO announces a new suspicion of non-declaration of property in 2024, Alla Kyrylenko’s wife is suspected of aiding and abetting (bail is reduced from UAH 9 million to UAH 0.24 million.

4. Case status
Currently, Pavlo Kyrylenko continues to act as the head of the AMCU during the trial. The case will be considered by the High Anti-Corruption Court: the SAPO is expected to file a lawsuit.

5. Biography
Kyrylenko (born in 1986) is a graduate of the Yaroslav Mudryi Law Academy, former military prosecutor of Uzhhorod and head of the Donetsk Regional Military Prosecutor’s Office (2019-2023), appointed to the position of the AMCU Head in September 2023.
