He got rich illegally, celebrated in the company of “authorities” and filmed the shootings on the Maidan: HACCU considers Vityuk’s case against SBU

On September 4, the High Anti-Corruption Court imposed a preventive measure on the former head of the SBU Cyber Security Department, General Ilya Vityuk. This was reported by "Komersant Ukrainian".
He is charged with illicit enrichment and false declaration.
The SAPO prosecutor asked for a preventive measure in the form of bail of UAH 42 million. The defense insisted that the case was not under the jurisdiction of the NABU, but the HACC judge refused to postpone the hearing. The motion is being considered by investigating judge Markiyan Halabala.
The general himself has publicly stated that the case is unfounded and based on “legal nihilism.” He refused to admit his guilt and hinted at a possible political motivation for the prosecution.
In the end, the court granted Vityuk bail in the amount of UAH 9 million. He was also ordered not to leave the Kyiv region, to deposit his passports for traveling abroad and to report any change of residence.
SBU General Ilya Vitiuk: from cyberspace defender to a person involved in a corruption investigation
Ilya Vitiuk is one of the most prominent figures in the Ukrainian security system in recent years. Starting his career in 2004, he rose from an operative to the head of the SBU’s Department for Counterintelligence Protection of the State’s Interests in the Field of Information Security. Vitiuk held this position from November 2021 to May 2024.
His professional career is a symbiosis of legal training (graduate of the SSU National Academy) and economic education (KNEU). He also has combat experience: he took part in the war in Donbas and in the fighting after Russia’s full-scale invasion in 2022.
As the head of cybersecurity, Vitiuk coordinated the defense of Ukrainian cyberspace from attacks by Russian special services. During his tenure, the SBU neutralized dozens of pro-Russian bot farms, blocked thousands of fake accounts and hostile resources, and prevented massive hacks of critical infrastructure.
Under his leadership, the SBU got on the trail of the Gamaredon (Armageddon) hacker group, which is affiliated with the Russian Federal Security Service. The Service also repelled cyberattacks on mobile operators, including a high-profile attack on Kyivstar, as well as on military and energy systems.
However, there are also controversial moments in the general’s biography. It is known that during the events on Maidan in 2014, Ilya Vitiuk, as an SBU operative, filmed the shootings of protesters by Berkut officers on his phone. During the Maidan investigation in 2019, he stated that the video was destroyed because the phone was stolen.
Nevertheless, law enforcement officers did not inform Vityuk of any suspicions, and his participation in the events remained mostly in the media.
on September 2, 2025, Ilya Vitiuk was served with a notice of suspicion of illicit enrichment worth millions. According to the investigation, in December 2023, he purchased an apartment for UAH 21.6 million and registered it in his wife’s name. At the same time, according to the contract, the value of the property is UAH 12.8 million.
To substantiate the origin of the funds, Vityuk’s wife stated that she had earned them as a sole proprietor, providing legal and consulting services since February 2022.
Investigators found that the individual entrepreneur’s accounts received funds, but from a person suspected of embezzling funds from Ukrzaliznytsia as part of a criminal organized group, as well as from companies controlled by the said person.
The collected evidence shows that such services were not provided, and the companies have signs of fictitiousness.
In addition, there is no confirmation of the legal origin of the remaining UAH 8.8 million spent on the purchase of the apartment.

SBU response: Vityuk case is revenge from NABU
The Security Service of Ukraine issued a sharp statement calling the suspicion “revenge” on the part of NABU and SAPO. According to SBU representatives, it was the department headed by Vitiuk that conducted operations to detain dishonest officials of anti-corruption agencies, which was the reason for the prosecution.
In addition, the SBU stated that the suspicion contradicts the findings of the NACP, which in September 2024 found no violations in the general’s declarations.
Scandals around Ilya Vitiuk: what is known
Vitiuk was first criticized by the public when journalists from Slidstvo.info published their investigation. The material stated that Vitiuk had property worth more than UAH 25.5 million. After that, the man was sent to the front.
And in September 2024, former MP Boryslav Bereza devoted a whole video blog to the figure of General Vityuk. He drew attention to the fact that Vityuk, who was supposed to be at the front, was pictured with volunteer Maria Berlinska at an event as part of the From Idea to Soldier platform.
He also emphasized that Vitiuk is an extremely dubious person from Oleh Tatarov’s orbit.

In September 2024, the National Agency for the Prevention of Corruption found no discrepancies between the brigadier general’s standard of living and his declared property and income during an inspection.
In response to a request from Slidstvo.info journalists, the NAPC reported that there was no difference between the value of Vityuk’s property and his income, which exceeded the subsistence level by 500 times.
But exactly a month later, in October 2024, the SBU general’s luxury real estate was seized.
In early May 2025, another scandal erupted around Vitiuk. Journalist Mykhailo Tkach published a video of the birthday celebration of Konstantin Kolomiyets, the bodyguard of Parimatch owner Serhiy Portnov, who fled Ukraine for Cyprus, on March 1. The event was attended by scandalous former SBU officer Artem Shilo, former head of the SBU cybersecurity department Ilya Vityuk, as well as the current head of the SBU Main Department for Economic Security Anatoliy Loif and an employee of the SBU cybersecurity department Yevhen Mykolaychuk.
Also present was Serhiy Oliynyk “Umka”, a “thief in law” from Dnipro, who later left the celebration in a car with special signals. The son of the late Hennadiy Kernes, Danylo Pryvalov, who has a business in the IT sector, and his business partner Samvel Hakobyan were there. The former deputy director of the NABU, Gizo Uglava, also arrived, but immediately left the establishment.

Lawyer and businessman Konstantin Melnik (partner of the “authority” Petrovsky-Narik) and well-known lawyer Eduard Klymenko, who defended Dmytro Kozyura, the head of the SBU anti-terrorist center, who was exposed in cooperation with Russia, were also noticed.
